How Licking County began

Licking County was organized out of Fairfield County by an act of the Ohio General Assembly passed January 30, 1808, effective March 1, 1808, and named for the Licking River and the salt licks along it that had drawn game, Native travelers and, in 1798, the county's first white settlers. Its seat, Newark, was platted in 1802 by General William C. Schenck at the forks of the Licking, and the county grew around the Ohio and Erie Canal (broken ground at Licking Summit on July 4, 1825), the National Road, its railroads, and industries in glass, stoves, baskets and fiberglass. Licking County holds the richest concentration of Native American earthworks anywhere in Ohio: the Hopewell culture's Newark Earthworks, the largest set of geometric earthen enclosures ever built, whose surviving Octagon and Great Circle became part of Ohio's first UNESCO World Heritage Site in September 2023; nearby stand Flint Ridge's ten-thousand-year-old flint quarries and Granville's Alligator effigy mound. The county has since drawn Denison University, the Dawes Arboretum, Owens Corning's fiberglass works, and, in the twenty-first century, Intel's multi-billion-dollar chip campus on its western edge near New Albany.

Newark was platted in 1802 by Gen. William C. Schenck, a Warren County surveyor who came to the forks of the Licking to survey military-district land and, finding the spot promising, laid out a town and named it for his birthplace, Newark, New Jersey; the plat was recorded in March 1803, while the area was still part of Fairfield County. When Licking County organized in 1808, commissioners James Dunlap, Isaac Cook and James Armstrong selected Newark as permanent county seat over its only rival, Granville; the first court, held that year, convened in the house of Levi Hays, four miles west of Newark, because no courthouse yet existed - and the grand jury, finding no room indoors, held its inquest under a tree.
