How Columbiana County began
Columbiana County was organized March 25, 1803, from parts of Jefferson and Washington counties, one of the first counties formed after Ohio statehood, and sits in the state's northeastern corner with the Ohio River forming its eastern boundary against Pennsylvania and West Virginia. Its eastern edge, at present-day East Liverpool, holds the Point of Beginning of the U.S. Public Land Survey, the spot where surveyor Thomas Hutchins began the Seven Ranges in 1785 -- the template for surveying most of the country west of the original colonies. The county grew wealthy on wool-growing, iron and paper milling, the failed Sandy and Beaver Canal, and above all pottery: East Liverpool became known as the Pottery Capital of the World, while Salem, settled largely by Quakers, became a national center of the antislavery and women's-rights movements. Once Ohio's most populous county (1840), it lost five townships to the creation of Mahoning County in 1846 and today combines Appalachian farmland with the river towns and small industrial cities left by that 19th-century boom.
New Lisbon, platted in 1802 by Lewis Kinney and named for Lisbon, Portugal, became the county seat when the county organized in 1803; it shortened its name to Lisbon in 1895. The present Columbiana County Courthouse, at 105 South Market Street, was built in 1871 in the Italianate style and was listed on the National Register of Historic Places in 1979 as part of the Lisbon Historic District. Lisbon also published Ohio's first newspaper, the Ohio Patriot, beginning in 1809.
