How Saint Clair Township, Columbiana County began

St. Clair Township, in the southeastern corner of Columbiana County along the Ohio River, was among the first townships organized in the county in 1803 and is thought to be named for Arthur St. Clair, first governor of the Northwest Territory. It holds the site of the county's earliest credited permanent settlement -- hunter John Quinn's cabin of about 1792-93, near what became the village of Calcutta -- and it was in a one-room Calcutta schoolhouse that a 14-year-old William Holmes McGuffey began the teaching career that led to the McGuffey Readers, one of the most widely used textbook series in American history. The township wraps around, but does not include, the independent city of East Liverpool, and today combines the unincorporated communities of Calcutta, Glenmoor and Fredericktown with farmland and low-density development along State Route 170.

Settled 1792 or 1793 (John Quinn), platted 1810 (Calcutta, as West Union), incorporated 1803 (township organized), by John Quinn (first settler); township organization by Columbiana County commissioners.

Where the name comes from

St. Clair Township is thought to be named for Arthur St. Clair, first governor of the Northwest Territory, which included the land that became Ohio. Within the township, the community of Calcutta went through several earlier names -- West Union at its 1810 platting, then Foulkstown for early resident William Foulks, then Nineveh -- before taking its present name from the Indian city then commonly anglicized as Calcutta; a post office under that name operated from 1838 to 1913.

Before the town

No source we reviewed names a specific Native American village, camp, mound or burial site within St. Clair Township's present boundaries. The township holds the credited site of the county's earliest recorded permanent Euro-American settlement, John Quinn's cabin near present Calcutta of about 1792-93, built after the region's Native land claims had already been ceded under the 1785 Treaty of Fort McIntosh and confirmed by the 1795 Treaty of Greenville. No township-specific Native site, encounter or place name was found in the sources checked.

Stories

The schoolteacher who taught America to read

In 1814, a 14-year-old named William Holmes McGuffey took charge of a one-room subscription school in Calcutta, in St. Clair Township, teaching students ranging from six-year-olds to young adults of twenty-one, eleven hours a day, six days a week, for whatever tuition their families could pay. Textbooks were scarce on the Ohio frontier; many of his students brought a family Bible to class because there was little else to read from. McGuffey went on to a long career as a college professor and president, but it was his later work compiling graded elementary readers -- the McGuffey Readers, first published in 1836 -- that made him one of the most influential figures in American education. More than 120 million copies sold by 1960, a circulation rivaled at the time only by the Bible and Webster's Dictionary, and the readers shaped the reading, spelling and moral instruction of generations of American schoolchildren, all traceable back to a teenage teacher's first classroom in a Columbiana County township.

A township-born congressman unseats a future president

Jonathan H. Wallace, born in St. Clair Township in 1824, built a conventional county-lawyer's career -- Washington College graduate, twice Columbiana County prosecuting attorney, married into the locally prominent McCook family -- before an 1884 congressional race made him briefly notable well beyond the county. Running in Ohio's 18th district against William McKinley, the future 25th president of the United States, Wallace lost the initial count but contested the result; the dispute rose all the way to the U.S. House of Representatives, which in May 1884 seated Wallace instead of McKinley. Wallace served less than a year before McKinley reclaimed the seat in the next election, but the episode remains a footnote in McKinley's long rise to the presidency, and a reminder that Gilded Age congressional elections could be decided in Washington as easily as at the ballot box.
