How Franklin Township, Columbiana County began
Franklin Township, in the southwest of Columbiana County, was first settled in 1805 by William Laughlin of Pennsylvania and Philip Willyard of Maryland and was organized as a township in 1816. It once measured six miles square, but when Carroll County was cut off in 1832 it lost three rows of sections on the west and gained one from Wayne Township, leaving a strip four miles by six. Its two railroad villages, Summitville and Millport, were both laid out in 1853 after the Cleveland and Pittsburgh Railroad opened; Summitville is covered separately. The township is farm country; its early churches were Bethesda Presbyterian (organized about 1821) and St. John's Catholic (a mission from 1845, a brick church in 1848), and the 2020 census counted 735 residents.

Before the town
No source reviewed names a Native village, camp or burial site within Franklin Township. The township lies within the region ceded under the 1785 Treaty of Fort McIntosh and confirmed by the 1795 Treaty of Greenville. The 1879 county history, the fullest early account of the township, begins its settlement story in 1805 and records no Native residents; it passes on only a local tradition that General Anthony Wayne camped one night on William Laughlin's farm, in memory of which a small stream there is called Camp Run, and it introduces the story with the words 'it is said.' No other source for the tradition was found, so it is recorded here as a local story, not as a documented site.

Stories
The squire who built his own mill
William Laughlin came from Pennsylvania in 1805 and took up section 11; the 1879 county history names him the first settler, and Philip Willyard, who arrived from Frederick County, Maryland that November, lived four weeks on his own claim before he learned he had a neighbor. Laughlin became the township's first justice of the peace, and the first wedding he performed, for Henry Hull of Wayne Township, earned him a fee of three bushels of corn. On Brush Run he built, with his own hands, a grist-mill the settlers called a 'thunder-gust mill' because it ran only when a downpour filled the creek, and he fitted it with a hand-turned bolt for sifting the flour. His farm also held the township's first graveyard, a family plot he later gave to public use; its twenty or so graves never had stones, and by 1879 the spot was overgrown. Tradition added that Anthony Wayne had camped one night on the farm, and the stream beside it is still called Camp Run, though the history offers that only as hearsay.
Franklin, Millport and the town that never was
Franklin Township had two villages by 1879, and both owe their start to the Cleveland and Pittsburgh Railroad, finished across the township in 1852. Philip Willyard and Hugh Laughlin laid out Millport in January 1853 and first named it Franklin; confusion arose with Franklin Square in Salem Township, so the name was changed to Millport for the grist-mill and sawmill there. Peter Friedt platted Summitville two months later and named it for the belief that the site was the highest ground between the waters of the Sandy and Lake Erie. Twenty years before either, in 1833, Patrick O'Hear had laid out a town called Temple Hill on his quarter of section 15, but he could not persuade anyone to buy lots and it came to nothing. The township's oldest post office, Hastingsville on section 27, was moved to Summitville when the trains came, and Patrick Rogers became its first postmaster.
