How Lucas County began

Lucas County was created June 20, 1835, out of northern Wood County, a slice of Henry County, a corner of Sandusky County, and the disputed Maumee/Toledo Strip that Ohio and the Michigan Territory were then actively contesting -- a border quarrel the almost bloodless Toledo War settled in Ohio's favor over the following eighteen months, with Michigan compensated by the Upper Peninsula. The county took its name from sitting Governor Robert Lucas, who personally led Ohio's militia into the dispute, and its seat, Toledo, grew from two rival paper towns at the mouth of the Maumee River into the Great Lakes' 'Glass City' once Edward Libbey moved his glassworks there in 1888. Beyond Toledo, the county holds the actual ground of the 1794 Battle of Fallen Timbers and the British Fort Miamis in Maumee, the sandy Oak Openings savanna left behind by a vanished glacial lake in its western townships, and a Maumee valley that was, into the 1830s, still home to Odawa (Ottawa) villages whose last band did not leave Ohio until 1839.

The 1835 act creating Lucas County named Toledo the county seat 'until some other point should be selected'; no other point ever was. The first court convened on September 7, 1835 in an old frame schoolhouse in Toledo, and met, by the county's own early account, sometime between midnight and daylight specifically to avoid a conflict with Michigan authorities still contesting the ground -- a small, literal illustration of how unsettled the county's very right to exist still was in its first weeks. Commissioners Cyrus Holloway, John Baldwin and Robert Gower organized the county government within days, appointing Samuel M. Young of Maumee as auditor, Eli Hubbard of Port Lawrence as treasurer and Frederick Wright of Port Lawrence as recorder.
