How Monroe County began

Monroe County was formed January 29, 1813 from parts of Belmont, Guernsey and Washington counties, named for James Monroe, then U.S. Secretary of State and later the nation's fifth president; the county organized fully by 1815, when Woodsfield -- platted on land tied to Archibald Woods of Wheeling -- became its permanent seat. Sitting on the unglaciated Appalachian plateau along a long stretch of the Ohio River, the county was settled first along the river bottoms beginning in the 1790s and only later in its hilly interior, and it drew a distinctive wave of German and Swiss immigrant farm families beginning in 1819 whose dairying and cheese-making shaped its Switzerland, Ohio and Lee township economies for a century. Monroe County has never been populous -- it peaked near 28,351 residents in 1850 and stood at 13,385 in 2020, Ohio's second-least populous county -- but it has a real, if secondary, claim to national industrial history: when West Virginia's Sistersville oil field was found to extend across the Ohio River into the county in 1891, Monroe County's own oil boom put some 300 wells around Woodsfield and Jackson Ridge into production by 1901, pumping 55,000 barrels a month at its peak.

Three land promoters -- Archibald Woods of Wheeling, George Paul of St. Clairsville and Levi Barber of Marietta -- had pressed for the county's organization in 1812 and helped select the site that became Woodsfield, chosen by legislature-appointed commissioners as the seat of justice. Woodsfield was platted in 1815 and named for Woods; county government operated from the house of settler Levin Okey until the permanent seat was ready by the legislature's March 1, 1815 deadline. By 1818 the new county seat held about eighteen structures, mostly log houses and cabins, including Spencer Biddle's tavern, one of its earliest buildings. Woodsfield remains the county's seat and largest village today, anchored by its Main Street courthouse square, listed in part on the National Register of Historic Places.
