How Franklin Township, Monroe County began

Franklin Township, organized March 4, 1822 in the county's west, was first settled around 1805-1806 on Clear Fork by Martin and Fredrick Crow. Its village, Stafford, was laid out by John Jobes around 1834-35 under the name Bethel and later renamed by William Steel, a Scottish-born abolitionist whose son William Gladstone Steel would go on to found Crater Lake National Park; Stafford became a documented stop on the Underground Railroad, with routes reportedly running from Marietta through the village to Summerfield and on into Canada. The township's population peaked near 1,251 by 1880, largely supported by Methodist congregations.

Settled 1805-1806 (Martin and Fredrick Crow, Clear Fork), incorporated 1822-03-04 (township organized).

Where the name comes from

No source consulted explains the origin of the township name 'Franklin.' The village of Stafford was originally platted as Bethel by John Jobes and renamed Stafford when its post office was established, reportedly at the instance of William Steel.

  3. — Franklin Township was formally organized, comprising 26 sections across three ranges.
  4. — A Methodist church organization formed in the township, among its earliest.

Stories

Stafford: an abolitionist village on the Underground Railroad

The village John Jobes laid out around 1834-35 in Franklin Township started life named Bethel. It became Stafford, tradition holds, at the instance of William Steel, a Scottish-born abolitionist who settled there and built the village into a documented 'free black' settlement, home to both African American and white residents actively engaged in helping enslaved people escape to freedom. According to local history, almost everyone in the village took part in some way in protecting fugitives moving north along a route said to run from Marietta through Stafford to Summerfield and onward into Ontario, Canada. Steel also established an integrated school in the village at a time when that was rare anywhere in Ohio. His son, William Gladstone Steel, born of this Franklin Township upbringing, went on to a very different kind of legacy, becoming the driving force behind the creation of Crater Lake National Park in Oregon -- a connection that links a small, now largely forgotten Monroe County abolitionist village to one of the American West's best-known national parks.
