How Wayne Township, Belmont County began
Wayne Township, in southwestern Belmont County, was organized March 5, 1811, and is named for General Anthony Wayne, whose 1794 victory at Fallen Timbers and the resulting 1795 Treaty of Greenville opened most of Ohio, including Belmont County, to organized American settlement. George Hall, a sailor from Wilmington, Delaware, built one of the township's first cabins in 1798 along Captina Creek, with no other settlers near him but wandering hunters; John Adams, a veteran of Wayne's campaign against the Native nations, later hunted the same forests. By 1833 the township held several gristmills and sawmills powered by Captina Creek. Part of the small village of Wilson, which straddles the Belmont-Monroe county line, sits in the township's south, alongside the villages of New Castle and Hunter.

Where the name comes from
Tradition says the township was named for "Mad Anthony" Wayne, victor at Fallen Timbers in 1794; neither county history documents the choice. Hunter, one of its villages, is named for Congressman William F. Hunter of Monroe County.
Before the town
No named Native village, camp, or trail specific to Wayne Township was found in the sources consulted, though the township's own name commemorates the U.S. military campaign, under General Anthony Wayne, that ended organized Native resistance in Ohio and led directly to the 1795 Treaty of Greenville cession covering this land. The 1880 county history preserves one direct encounter: John Adams, who had served with Wayne at the Battle of Fallen Timbers and later hunted regularly in the township, was confronted a year or two after the treaty by a Native man on Captina Creek who was, in the source's words, 'loath to give up his hunting ground and the place of his native wigwam' and who 'treed' in evident preparation to take Adams's life; Adams took cover behind a tree of his own and, by his own account, fired first. The 1903 county history tells the same story, with Adams boasting that it was the last time that man watched for a white man, and adds that the first settlers' only neighbors in the 1790s were hunters following the Indian trails. Both accounts are one hunter's retelling decades later, with no name for the Native man.
Timeline
- — George Hall, a sailor originally from Wilmington, Delaware, migrates and settles on sections 10 and 16, erecting one of the first cabins built in the township; at this time no other settlers live nearby, and the nearest market is Wheeling, thirty-five miles away.
- — A small log school house, with a puncheon floor, split-log seats, and greased paper for window panes, is built on the reserved school land in section 10; the building is also used at times by Methodists for worship.
- — The Society of Friends (Quakers) erects a church building in the township, used for many years before the congregation eventually scattered.
- — A larger schoolhouse replaces the 1805 log school-and-Methodist meeting house.
- — Wayne Township is organized March 5; the first county tax levy made in the township afterward amounts to $40.85.
- — Rev. Aaron Headly, a Baptist minister, preaches on the left-hand fork of Captina Creek in an old school house, one of the township's earliest recorded ministries.
- — Samuel Berry erects the township's first fulling mill, on the Hanson farm in section 23.
- — Jerry Beck builds the township's first carding machine, in section 22.
- — John Gadd is supposed to have been murdered at the Raven Rocks, on the farm of George Phillips, a site local tradition also linked, without much evidentiary weight in the source's own view, to earlier Native use as a lead-gathering spot.
- — Wesley Luke, hunting with Moses Groves and hounds on Mike's Run, shoots the last wolf seen in the township; Mr. Hall, the township's first tanner, tans the wolf's hide with the hair left on as a trophy.
- — The township is recorded as containing several gristmills and sawmills, powered by Captina Creek.
- — The village of New Castle is laid out by Wm. Horseman on November 28, surveyed by D. Moore.
- — The village of Hunter is laid out by N. Anderson, surveyed by D. G. White, and named for W. F. Hunter of Monroe County, congressman for the district from 1849 to 1851.
- — The Hunter Disciples' church, built on an acre given by the village founder Nathaniel Anderson, is burned, probably by an arsonist; a brick church costing about $1,500 is built three years later.
- — The township polls 373 votes in that fall's election out of 404 males over twenty-one; its population is about 1,500, with eleven frame school houses in operation and three water-powered gristmills still running, kept by Henry Umstead, Archibald Cole, and Levi Williams.
- — Civil War veterans of the township build a frame G.A.R. hall in New Castle; Col. Charlesworth of St. Clairsville said Wayne sent more soldiers to the Union in proportion to population than any other township in the county.
- — The township census is 1,415, down 289 from 1,704 in 1890; it was 1,500 in 1880.
Stories
Chased by wolves on Bend Fork
One night, David Newell and a companion named Hall were returning on horseback from a trip to St. Clairsville for trade when they were attacked by wolves. Detained on their errand longer than they had planned, night fell as they reached a small stream known as Bend Fork, a spot considered a wolf haunt, and they found themselves nearly surrounded by the animals. They escaped through the woods and reached home safely, but the encounter stayed vivid enough to be retold decades later. Esquire G. H. Umstead also described the pioneers' method for capturing wolves outright: hunters would smear asafetida on the soles of their shoes to draw the animals into an unoccupied cabin, close the door on them, then climb into the loft from outside and shoot them at their leisure.
