How Scioto County began
Scioto County was organized on March 24, 1803 from part of Adams County, taking its name from a Native word (recorded by settlers as meaning "deer" or referring to deer-hunting grounds) for the Scioto River, which meets the Ohio River within the county. Portsmouth, platted in 1803 by Henry Massie on high ground safely back from the flood-prone confluence, has been the county seat from the start; an earlier river-bottom settlement called Alexandria, founded in the 1790s at the very point of land where the two rivers meet, was repeatedly flooded out and abandoned in Portsmouth's favor. The county's southeastern corner, Green Township, is the site of the French Grant, 24,000 acres Congress gave in 1795 to French colonists defrauded by the failed Scioto Company. Iron furnaces, the Ohio and Erie Canal, railroads, shoe factories and Ohio River steel mills built the county's 19th- and early-20th-century economy; repeated Ohio River floods, most catastrophically in 1937, and the decline of that heavy industry after 1970 have shaped it since.
Portsmouth has been the Scioto County seat since the county's 1803 organization. Henry Massie platted the town in 1803 on ground set back from the Scioto-Ohio confluence, after the earlier river-bottom settlement of Alexandria, founded at the point of land where the rivers meet in the 1790s, proved too flood-prone to hold; Portsmouth was incorporated as a city in 1815.
