How Valley Township, Scioto County began

Valley Township, organized June 4, 1860 and named for the Scioto River valley it sits in, occupies the northern part of Scioto County around Lucasville, founded in 1819 by War of 1812 veteran Captain John Lucas, brother of future Ohio governor Robert Lucas. The township's defining modern institution is the Southern Ohio Correctional Facility, built in 1972 with its western half inside Valley Township; the maximum-security prison became the site of the eleven-day Lucasville riot in April 1993, one of the longest and deadliest prison uprisings in U.S. history. Its 2020 population was 3,635.

Platted 1819 (Lucasville), incorporated 1860-06-04 (township organized), by Captain John Lucas platted Lucasville.

Stories

Eleven days at the L-side

On April 11, 1993, roughly 450 inmates at the Southern Ohio Correctional Facility near Lucasville seized control of the prison's L-side, beginning a standoff that lasted eleven days — one of the longest prison uprisings in American history. The immediate trigger was a mandated tuberculosis test that used a substance containing phenol, which Muslim inmates objected to on religious grounds; overcrowding and long-standing grievances about how the prison was run fed the unrest more broadly. Gangs including the Gangster Disciples, the Nation of Islam, and the Aryan Brotherhood found themselves negotiating jointly with the state. Nine inmates were killed by other prisoners during the standoff, and on April 15 corrections officer Robert Vallandingham, held hostage since the riot began, was murdered. The siege ended on April 21 when officials agreed to review the inmates' complaints and the prisoners surrendered; the state later paid $4.1 million to settle victims' claims. The prison and the events of those eleven days remain the community's best-known modern history, a hard counterweight to the quiet farm town Captain John Lucas platted here in 1819.
