How Green Township, Scioto County began
Green Township, in the southeastern corner of Scioto County on the Ohio River, was carved from Upper Township and named for Griffin Green of the Ohio Company. Nearly all of it is the French Grant of 1795, 24,000 acres for Gallipolis colonists, where Jean Gabriel Gervais settled in 1797 and founded Burrsburg, later Haverhill. French lots were sold to New Hampshire families and after 1830 German immigrants took the back lands; the charcoal iron furnaces raised the population to 2,513 by 1860. Powellsville was platted in 1846.

Timeline
- — Congress approves the act authorizing the French Grant, 24,000 acres along the Ohio River in what becomes Green Township, for the French inhabitants of Gallipolis (Wikipedia gives March 31; the 1903 county history cites the act as approved March 3, 1795).
- — French settler Guillaume Duduit arrives in the Grant and builds a cabin ahead of the main settlement.
- — Absalom Martin surveys the French Grant on April 9 into lots of 217.39 acres fronting the Ohio, and the 92 lots are assigned by lot at Gallipolis on November 1, 1795 (surveyed in 1796); not over ten of the grantees settle in the Grant.

The Grant that outlasted its grantees
The 92 lots Congress carved out of Green Township for the defrauded French colonists of Gallipolis were meant to make good on a swindle: the Scioto Company had sold them Ohio land it never controlled, and Congress's 1795 restitution act gave each family roughly 217 acres instead. Only a handful of French settlers actually took up their lots — Duduit, Bertram, Gervais, Lacroix and Dutiel among the first arrivals in March 1797 — and most of their descendants did not stay French-speaking landholders for long. But the Grant's shape persisted long after its first settlers scattered or assimilated: Green Township today is still commonly described, on its own township government's materials, as "the French Grant," a rare case of a legal restitution document leaving a permanent mark on a map rather than fading into a courthouse file.
Burrsburg becomes Haverhill
Jean Gabriel Gervais, who held 4,000 acres of the French Grant opposite the Little Sandy, picked the spot for a town in 1797 and named it Burrsburg for Aaron Burr, who as chairman of the Senate committee had pushed the French inhabitants' relief bill through Congress. It stayed a cluster of half a dozen cabins for twenty-five or thirty years. When New Englanders, among them Samuel Hunt and Asa Boynton, bought up the Grant, what was to have been a French settlement became a New England one, and they renamed the place Haverhill for their New Hampshire home. Of the names of the 100 original French emigrants, the county history found only five still known in the county in 1903; Claudius Cadot, who died at an advanced age, was the last distinctive survivor of the old French. The town's first plat came only in 1848, and the ferry and post office were kept by Lawson Drury.
