How Henry County began

Henry County was erected by the Ohio General Assembly on February 12, 1820, one of fourteen counties carved from land the Wyandot, Shawnee, Ottawa and allied nations had ceded only three years before under the 1817 Treaty of the Maumee Rapids (Fort Meigs); it was named for the Revolutionary-era Virginia orator Patrick Henry. Attached first to Wood County and then, from 1824, to Williams County (with courts held at Defiance), Henry did not become a fully independent county, able to elect its own officers, until 1834, when commissioners fixed the seat of justice at the newly platted town of Napoleon on the Maumee River. The county lay mostly within the Great Black Swamp, a dense, poorly drained forest that discouraged settlement until the Miami and Erie Canal (completed through the county in 1843) and later the railroads made drainage and farming practical; German and Irish immigrants who came to dig the canal became many of the county's early farm families. Today Henry County remains thirteen farm townships built on the drained swamp, with Napoleon, its only city, as the county seat.

Napoleon was designated county seat in 1834 by legislature-appointed commissioners, after the town's proprietors, Horatio G. Phillips, Benjamin Leavell and Elnathan Cory, had already platted it on high ground above the Maumee (an earlier plan to build lower down, at a spot later nicknamed 'Goosetown,' was abandoned after a flood). Why the founders chose the name Napoleon, after the French emperor, is not recorded. The town remained legally part of Napoleon Township, governed by township officers, until June 2, 1863, when Henry County's commissioners incorporated it as a separate village; an 1853 attempt to incorporate the town instead as the village of 'Henry' provoked enough local opposition, led by a French-born resident named Augustin Pilliod, that the renamed incorporation collapsed at a chaotic election and the old name was restored within days.
