How Napoleon began

Napoleon was platted in October 1834 on high ground above the Maumee River by proprietors Horatio G. Phillips, Benjamin Leavell and Elnathan Cory, who named it for the French emperor for reasons no surviving record explains; that same year commissioners fixed it as the seat of newly organized Henry County. Growth followed the Miami and Erie Canal, surveyed through the town from 1837, and German immigration that the canal's construction brought to the Maumee valley. An 1853 attempt to incorporate the town as the village of 'Henry' instead of Napoleon collapsed after a chaotic election, and the county seat was not formally incorporated until 1863, under its original name. Twice rebuilt after courthouse fires (1847 and 1879), Napoleon is today Henry County's only city and the site of a large Campbell Soup Company plant.

Settled by 1834 (a few log houses already stood when the county-seat commissioners arrived), platted October 10, 1834, by Horatio G. Phillips, Benjamin Leavell and Elnathan Cory, incorporated as a village, June 2, 1863; later chartered as a city, by Horatio G. Phillips, Benjamin Leavell and Elnathan Cory (proprietors); incorporation by Henry County commissioners.

Where the name comes from

The town's proprietors named it Napoleon, after the French emperor Napoleon Bonaparte, but the 1888 county history is explicit that why they chose the name 'is a question not to be demonstrated or solved' -- no reason survives in any record the historian could find, and an 1853 attempt to change the name to 'Henry' was fought off by residents who preferred it.

Before the town

No Native village, mound or earthwork has been documented within Napoleon's own town plat. Two nearby sites bracket the town, though: Girty's Point and Girty's Island, the wooded refuge of the renegade frontiersman Simon Girty, lay about five miles upstream (west) of Napoleon, and John Mann's blacksmith shop in early Napoleon was, by the county history's account, a daily gathering place for local Indians bringing guns to be repaired -- one of the few glimpses in the record of ordinary contact between Napoleon's first white residents and Native people still living in the area in the 1830s. The county's wider record includes the Ottawa reservation that reached into neighboring Washington Township and the 1835 killing of three Wyandot in the county's south end.

Timeline

  1. — Proprietors Horatio G. Phillips, Benjamin Leavell and Elnathan Cory record the original plat of Napoleon, a town of 112 lots on the Maumee River.
  2. — Legislature-appointed commissioners fix Napoleon as the seat of justice for newly organized Henry County.
  3. — Contracts are let for construction of the Miami and Erie Canal through Napoleon, spurring the town's early growth.
  4. — An incendiary fire destroys Napoleon's first frame courthouse and most of the county's early records.
  5. — Henry County commissioners grant a petition to incorporate the town as the village of 'Henry' rather than Napoleon; the October election to seat officers is blocked by supporters of the old name and the incorporation collapses.
  6. — Napoleon is formally incorporated as a village under its original name, separate from Napoleon Township.
  7. — A downtown fire starting in a row of buildings called 'Dutch Row' spreads to and destroys the second Henry County courthouse in Napoleon.
  8. — The present Henry County Courthouse, a four-story brick and Berea sandstone building with a clock tower, is completed in Napoleon.

Stories

The town that would not become 'Henry'

By 1853 Napoleon's residents had grown ambitious enough to want their town formally incorporated, but a faction argued the county seat ought to carry an American name rather than a French emperor's, and petitioned to incorporate it as the village of 'Henry' instead. County commissioners granted the petition on June 7, 1853, and the local newspaper, the North-West, obligingly swapped 'Napoleon' for 'Henry' in its own masthead. When the first election for mayor and council came around that October, though, partisans of the old name packed the meeting in such force that no board of election judges could ever be seated, and the vote was adjourned for a year -- effectively killing the new name outright. The paper restored 'Napoleon' to its masthead within days, and the town went unincorporated for another decade before a fresh 1863 petition, asking plainly for the 'incorporated village of Napoleon,' passed without a fight.

Building a courthouse twice

Napoleon's public buildings had a hard first half-century. The town's first courthouse was a log addition George Stout built onto his tavern in the 1830s, where terms of court, held only twice a year, traditionally ended in an old-fashioned country dance. A frame courthouse replaced it in 1844, only to be destroyed by an incendiary fire in April 1847 along with nearly all the county's early records; a brick courthouse and jail rose in its place by 1850. That building lasted less than thirty years: on the night of November 8, 1879, a fire that began in a row of downtown buildings called 'Dutch Row' spread and consumed it too, though this time the county's records were carried out ahead of the flames. The present courthouse, a four-story brick and Berea sandstone structure with a roughly 150-foot clock tower topped by a figure of Justice, went up in 1880-82 at a cost near $95,000, and has anchored downtown Napoleon ever since.

Almost every day here is a measurement: 95% of them come from a rain gauge standing inside Napoleon itself.

48,812 days of records, 1893-01-01 to 2026-10-29. Source: NOAA NCEI GHCN-Daily, 3,240 gauges in and around Ohio. A day is "gauged" when a gauge standing inside the boundary reported it, and the value is the mean of those gauges. Otherwise it is interpolated by inverse distance from every gauge reporting within 50 miles. Nothing is carried forward, back-filled or smoothed. Against NOAA nClimDiv county monthly precipitation over 136,848 complete county-months (checked 2026-10-31): correlation 0.9515, median absolute difference 0.217 in a month. Built 2026-10-31 from the Cracked Buckeye precipitation archive. Snow is the softer number — snowfall is measured by hand with a ruler, no agency publishes a gridded county snowfall series, and blowing snow defeats every observer.

Facilities are placed on the map from Ohio EPA's own map layers, EPA's Facility Registry, coordinates written in the filings, or a geocoded street address. A permit filed under a private person's name (most are household septic systems) is counted but never named, placed or linked; licenses for individual workers and open-burning notices are left out entirely.
