How Athens County began

Athens County was formed by the Ohio General Assembly on March 1, 1805, carved out of the original Washington County (the Marietta settlement's county, organized in 1788), and named not for a person but for a place: ancient Athens, Greece, because the county seat had already been chosen as the site of Ohio University, the state's first institution of higher learning, chartered by the General Assembly on February 18, 1804. The land was part of the Ohio Company's Purchase, the 1787 tract bought from the federal government by the Ohio Company of Associates for New England veterans' settlement, and Congress itself had set aside two full townships of that purchase, at the request of the Ohio Company's agents, to endow a university. Settlers from Marietta laid out the town of Athens in 1797-1800 on the college lands at a bend of the Hocking River, and the county that grew up around it, unglaciated and hilly, in the following century became one of the poorest and most heavily mined counties in Ohio, its hillsides honeycombed with the coal drifts of the Hocking Valley and Sunday Creek coalfields that gave the region its later name, the Little Cities of Black Diamonds.

Athens, the county seat, was surveyed and platted between 1797 and 1800 by settlers from Marietta on land within the two townships Congress had granted for a university, at a bend of the Hocking River chosen for its position between Marietta and Chillicothe. The town was incorporated as a village in 1811 and did not reach city status until 1912, after the 1910 census recorded a population past the 5,000 threshold Ohio law then required. Ohio University predates the town's incorporation and the county's own organization: it received its charter from the Ohio General Assembly on February 18, 1804, making it the first university chartered in the Northwest Territory, and its endowment traces to a 1787 contract between the Ohio Company of Associates and the U.S. Board of Treasury that set aside College Lands -- an endowment rooted in the Northwest Ordinance of 1787's declaration that "religion, morality, and knowledge being necessary to good government and the happiness of mankind, schools and the means of education shall forever be encouraged," words later carved into the Class Gateway on Ohio University's College Green.
