How Noble County began
Noble County, Ohio's last and youngest county, was erected by the General Assembly on March 11, 1851, carved from parts of Guernsey, Monroe, Morgan and Washington counties after decades of agitation by residents of the Duck Creek valley who felt poorly served by their distant county seats. It was named Noble County during the legislative fight itself, most reliably for Warren P. Noble of Seneca County, then chairman of the House committee on new counties, whose favor the bill's promoters wanted to secure -- though the 1887 county history that records this also notes the prominence of an already-resident Noble family (there was already a Noble Township) may have reinforced the choice. Caldwell, platted on land donated by Samuel Caldwell, became the permanent county seat in 1854-57 after an earlier seat at Sarahsville proved unsatisfactory. Sitting in the unglaciated Appalachian plateau of the Muskingum and Duck Creek valleys, Noble County holds a genuine claim to oil history: the Thorla-McKee well near Olive Township struck oil and gas while boring for salt brine in 1814, decades before Pennsylvania's Drake well, and the county's west fork of Duck Creek and the neighboring Macksburg field became a real, if secondary, oil boom in the 1860s-1880s. The county has never been Ohio's most populous -- it peaked at 21,138 residents in 1880 and stood at 14,115 in the 2020 census, the fourth-least populous county in the state -- and it is remembered nationally as the site of the 1925 crash of the airship USS Shenandoah, which killed 14 of the 43 aboard when it broke apart in a storm over Ava, just north of Caldwell.
The new county's first seat of justice was Sarahsville, but the location proved unsatisfactory and a relocation fight followed almost immediately. Caldwell was platted on land donated by Samuel Caldwell and selected as the permanent county seat; lots were sold beginning in 1857 and the town grew up around the new courthouse. Caldwell remains Noble County's largest village and seat, home to the Noble County Courthouse and, since 2020, a National Register-listed downtown historic district.
