How Gallia County began
Gallia County was formed March 25, 1803 from parts of Adams and Washington counties, its name the Latin word for Gaul (ancient France), chosen because its seat, Gallipolis, had already been settled thirteen years earlier by refugees from the French Revolution. The 500 or so French immigrants who founded Gallipolis in October 1790 had bought their land from the fraudulent Scioto Company, which turned out to own none of it; most were forced to buy their plots a second time from the Ohio Company of Associates, and Congress later compensated survivors with the French Grant, a tract of free land in neighboring Scioto County that most never occupied. A second wave of settlement arrived from Wales beginning in 1818, concentrated in the county's western townships and at Rio Grande, and Welsh remained the county's most common second language into the 20th century. Gallia's 20th-century history is marked by two very different events at its river crossing: the 1893 opening of the state's Asylum for Epileptics at Gallipolis, and the December 15, 1967 collapse of the Silver Bridge to Point Pleasant, West Virginia, which killed 46 people and remains one of the deadliest structural-engineering failures in American history.
Gallipolis has been the county seat since the county's 1803 organization. It was founded October 17, 1790 by the French 500, the second permanent American settlement in the Northwest Territory after Marietta (1788). The settlers built a stockaded village of about 80 log cabins on the Ohio River, in what is now the city's Gallipolis City Park, after discovering their Scioto Company deeds were worthless. The Ohio Company of Associates, which held the actual legal title to the land under an opinion issued by U.S. Attorney General William Bradford in 1794, sold the occupied plots to the French settlers in 1795 at $1.25 an acre -- meaning many colonists paid for their land twice. Congress separately granted survivors of the original settlement about 24,000 acres of free land in 1795 (enlarged by a second grant in 1798) in what is now Scioto County, more than 30 miles away, as compensation for the fraud; most recipients sold or leased the tract rather than move to it. Gallipolis's population fell below 5,000 after the 1967 Silver Bridge disaster, and it has been legally a village rather than a city ever since, though it continues to function as the county's seat and largest community.
