How Putnam County began
Putnam County was created by the Ohio General Assembly in 1820 out of land ceded by the Ottawa and other nations only three years earlier, but like several of its neighbors it was left unorganized until settlement caught up, finally organizing for county government on January 3, 1834. It was named for Israel Putnam (1718-1790), the Connecticut-born hero of Bunker Hill and the French and Indian War, who never set foot in Ohio. Kalida, platted in 1834, served as the first county seat until the seat moved to Ottawa in 1866; Ottawa itself was platted on the site of a former Ottawa (Odawa) Indian town on the Blanchard River. The county sat inside the Great Black Swamp, and its transformation from wet forest to farmland through hand-dug ditches and buried clay tile between the 1850s and 1880s shaped its settlement almost as much as any single town's founding did.
Kalida, platted in 1834 and incorporated in 1839, served as Putnam County's first seat; the name, Greek for 'beautiful,' was chosen at founding. The seat transferred to Ottawa in 1866 (the reason is not documented in the sources we checked), and Ottawa -- platted on the site of the former Ottawa Indian town of Lower Tawa Town and incorporated as a village in 1861 -- has held the seat since. The county's third and current courthouse, a Beaux-Arts building designed by architect Frank Packard, was completed in Ottawa in 1912 and listed on the National Register of Historic Places in 1974.
