How Meigs County began
Meigs County was formed April 1, 1819 from parts of Gallia and Athens counties, the last county organized in this stretch of the Ohio River valley, and named for Return Jonathan Meigs Jr., Ohio's fourth governor and U.S. Postmaster General under Madison and Monroe. Its county seat moved twice in its first 22 years, from a meeting place in Salisbury Township to Chester and finally, in 1841, to the coal-and-salt boomtown of Pomeroy, whose courthouse still stands built directly into the hillside because the town has almost no flat ground between the Ohio River and the cliffs. The county's 19th-century economy ran on the Pomeroy Bend coal field, one of the earliest worked in Ohio, and on deep-well salt production that made Pomeroy briefly one of the largest salt producers in the country; both industries faded after the labor strikes of the 1920s and the Depression. Today Meigs is a small, largely rural river county still defined by its Ohio River frontage across from West Virginia.
The county seat moved twice. Courts first met in a building in Salisbury Township; after a fire destroyed that meeting place in 1821, the commissioners met at a Chester Township resident's house, and Chester was named the county seat in 1822. The seat moved finally to Pomeroy in June 1841, following political maneuvering by coal-and-salt magnate Valentine B. Horton, who wanted the courts nearer his growing industrial town. Pomeroy's 1845-1848 courthouse, built by architect S.S. Bergin using blueprints purchased from the Scioto County courthouse for $15 (total cost $5,215), sits built directly against the hillside cliffs because downtown Pomeroy occupies only a narrow shelf between the Ohio River and steep bluffs; wings added in 1877 required excavating the street down to basement level so all three stories have ground-level entrances on the hill side, a layout unusual enough to have been featured in Ripley's Believe It or Not.
