How Fulton County began
Fulton County was carved from parts of Henry, Lucas and Williams counties by the Ohio General Assembly, passed February 28 and effective April 1, 1850, and named for Robert Fulton (1765-1815), the steamboat pioneer who never set foot in Ohio. Its land had been Native ground only a generation earlier: most of the county lies inside the strip north of the Maumee River that the Ottawa, Ojibwe, Wyandot and Potawatomi ceded to the United States at the 1807 Treaty of Detroit, and its northeastern and eastern township lines still trace the old Ordinance Line surveyed in the 1817-1836 dispute between Ohio and Michigan known as the Toledo War. The county's first seat, Ottokee, and its present one, Wauseon, were both named for Odawa (Ottawa) chiefs rather than for their own settlers -- Ottokee for the leader of the very last Odawa band to leave Ohio, in 1839, and Wauseon for a chief remembered by an early settler's daughter. Wauseon took the county seat from Ottokee in the 1870s once the railroad by-passed the older town, and the county today is still ordered by the twelve townships surveyed onto that ceded, once-Native land.
Ottokee, platted in 1850 at the geographic center of the new county and originally called 'Centre,' was renamed at Col. Dresden Howard's suggestion to honor the Odawa chief Ottokee and served as the first county seat, with a wooden courthouse built in 1851, a wooden jail in 1853 and a brick courthouse in 1865. When the Lake Shore and Michigan Southern Railway, completed in 1853, bypassed Ottokee in favor of Wauseon, the town's commercial prospects faded; voters chose to move the seat in 1869, and the transition was completed in 1872 with the first court session held in the new Fulton County Courthouse in Wauseon. Ottokee itself survives today only as an unincorporated place in Dover Township.
