How Wayne Township, Jefferson County began

Wayne Township, organized June 12, 1805, sits on high rolling and sometimes rough land underlain by coal, with a strong limestone soil. James and Anthony Blackburn arrived from Pennsylvania in 1798, and John Mansfield, born on section ten in December 1797, is recorded as the first white child born in the township. The township grew two villages, Bloomfield (laid out by David Craig in 1817) and Unionport, plus four post offices -- Bloomingdale, Unionport, Fair Play and Cresswell -- and three stations on the Pan-Handle Railroad. Nathan McGrew built the first mill on Cross Creek, and a steam flouring mill operated in Bloomfield from 1856; by 1879 Bloomfield held about two hundred residents, two doctors and three churches.

Settled 1796-1797 (first arrivals); 1798 (Blackburn families), platted 1817 (Bloomfield), incorporated June 12, 1805, by Jefferson County Commissioners.

Where the name comes from

Almost certainly named for General Anthony Wayne, whose 1794 victory at Fallen Timbers and the resulting 1795 Treaty of Greenville opened this part of Ohio to settlement just before the township's first settlers arrived; the source consulted does not state the naming rationale explicitly.

Before the town

No source reviewed records a specific Native American village, mound or documented encounter within Wayne Township. The township's first settlers arrived in 1796-97, immediately after the 1795 Treaty of Greenville ended the Northwest Indian War and opened the region to settlement; the township itself was not organized until 1805.

Nations recorded here: Lenape (Delaware), Shawnee, Wyandot.

Timeline

  1. — John Mansfield is born on section ten in December, recorded as the first white child born in the township; Joseph Copeland follows in 1800.
  2. — James and Anthony Blackburn arrive from Pennsylvania, among the township's earliest settlers, along with John Maxwell.
  3. — Wayne Township is organized on June 12.
  4. — David Craig lays out the village of Bloomfield.
  5. — A steam flouring mill begins operating in Bloomfield.
  6. — Bloomfield holds about two hundred residents, two doctors, three churches and various shops.
  7. — A Mr. Buford of Charles City County, Virginia, frees five or six families of formerly enslaved people (eighteen to twenty persons), who settle under the guardianship of Robert Ladd on land in the township's southern part, in a community that becomes known as Hayti; Buford's will divides the land among the families' children as they came of age.
  8. — William Hervey lays out Unionport at Cross Creek on the Panhandle Railroad in July, with Joseph Rickey as surveyor.

Stories

A township of small crossroads, not one center

Wayne Township's nineteenth-century settlement pattern spread across two small villages and four post offices rather than concentrating in one town. Bloomfield, laid out by David Craig in 1817, grew into the larger of the two, reaching about two hundred residents by 1879 with two resident doctors and three churches; Unionport, laid out by William Hervey in 1859 at Cross Creek on the Panhandle Railroad, anchored the township's other end. In between, the post offices at Bloomingdale, Fair Play and Cresswell, along with three stops on the Pan-Handle Railroad line, gave farm families scattered across the township's rolling, coal-bearing land several small centers of trade and mail service rather than a single dominant town -- a pattern common across Jefferson County's rural townships and different from county-seat-anchored places like Steubenville.

Hayti: a freedom settlement in the township's south

In the township's southern part, the 1880 county history records a Black community that took the name Hayti (after the Caribbean republic of Haiti, itself founded by formerly enslaved people who overthrew slavery by revolution). Around 1830, a Virginia slaveholder named Buford, of Charles City County, freed five or six families -- eighteen to twenty people in all -- who were sent under the guardianship of Robert Ladd to land Ladd purchased for them in Wayne Township, a quarter section followed by another 105 acres bought from Thomas Mansfield. Buford's will directed that the land be divided among the families' children as each came of age, and by 1879 eleven families, some fifty to sixty people, still occupied the settlement, supporting their own school sub-district and two churches, a Methodist Episcopal congregation organized about 1845 and a Baptist congregation organized in 1870. It was an earlier, smaller counterpart to Mount Pleasant Township's better-known Quaker antislavery history a few miles away -- freedom arriving here not through the Underground Railroad but through a Virginia planter's own act of manumission, written into his will.
