How Warren Township, Jefferson County began

Warren Township, in the southeastern corner of Jefferson County along the Ohio River, holds some of the county's earliest and most violent settlement history: John Carpenter built a cabin near Short Creek in the summer of 1781, sixteen years before the county itself was organized, and was captured by Wyandot warriors before escaping the following spring. Enos Kimberly, Robert McCleary, Benedick Wells, John McElroy and John Humphrey settled at the mouth of Short Creek, the future Warrenton, around 1786, while John Tilton and Charles Kimball settled the Tiltonville area around 1784-85. The township organized soon after Ohio's territorial government was established and grew into what the 1880 county history called probably the best agricultural and mineral township in the county, home to five communities -- Warrenton, Portland, Tiltonville, Yorkville and the Rush Run rail station -- and rich coal seams worked by the New York Coal Company at Yorkville.

Settled 1781 (John Carpenter, near Short Creek), platted 1784-86 (Tiltonville and Warrenton areas), incorporated organized soon after Ohio's territorial government was established; first state election held April 1803, by territorial and early state government.

Where the name comes from

Almost certainly named for General Joseph Warren, killed at the Battle of Bunker Hill in 1775, a common Revolutionary War namesake for Ohio townships of this era; the source consulted does not state the naming rationale explicitly.

Before the town

Warren Township carries an extensive documented record of Native-settler conflict. John Carpenter, who built a cabin near Short Creek in the summer of 1781, was captured by Wyandot warriors at what the 1880 county history calls Carpenter's Fort and held prisoner until he escaped the following spring; later, while working his field, he was severely wounded in a further attack and rescued by his wife. Near the close of the eighteenth century, at a point above Portland near Warrenton, a group of intoxicated Native Americans was followed and killed by a party of white settlers -- described in the source as a deliberate massacre. Jack Tilton, a boy of twelve to fourteen, was run down, shot and scalped by a Native war party near Short Creek sometime between 1789 and 1794. Luke Scamehorn was killed by Native forces while helping reinforce the besieged Wellsburg fort across the river, one of only two survivors of a six-man relief party. The same source notes several small mounds in the township, evidence of much earlier mound-building presence, without naming a specific culture or excavation. Taken together, this township's record illustrates how violent and recent the frontier still was when its first permanent settlers arrived in the 1780s, a full decade before the Treaty of Greenville (1795) ended organized armed conflict in the region.

Nations recorded here: Wyandot, Shawnee, Lenape (Delaware).

Timeline

  1. — John Carpenter builds a cabin near Short Creek in the summer, one of the township's earliest recorded settlement attempts; he is captured by Wyandot warriors and escapes the following spring.
  2. — John Tilton and Charles Kimball settle the area that becomes Tiltonville, around 1784-85.
  3. — Enos Kimberly, Robert McCleary, Benedick Wells, John McElroy and John Humphrey settle at the mouth of Short Creek, the future site of Warrenton.
  4. — The first state election under Ohio statehood is held in the township in April.
  5. — Settlement of available public land in the township is essentially complete.
  6. — Esquire Enos Kimberly surveys Warrenton and holds a public sale of lots; the village's oldest surviving house, built in 1800-01, still stands in 1879 as the property of W. S. Hatheway.
  7. — John Tilton lays out Tiltonville in two streets parallel to the Ohio River, divided into 72 lots; the village later becomes a center of flatboat building for about 25 years.

Stories

Jack Tilton, run down near Short Creek

Among the darkest entries in Warren Township's early record is the fate of a boy the 1880 county history names only as Jack Tilton, twelve or fourteen years old, who was run down, shot and scalped by a Native war party near Short Creek sometime between 1789 and 1794 -- the same violent decade that saw John Carpenter captured by Wyandot warriors at his fort, a group of intoxicated Native men killed near Portland by a party of white settlers described plainly as a massacre, and Luke Scamehorn killed helping relieve the besieged fort at Wellsburg across the river, one of only two survivors of a six-man party. These accounts, however one-sided in a history written entirely from the settlers' perspective, together document how contested and dangerous this stretch of the Ohio River remained through the 1780s and into the 1790s, right up until the Treaty of Greenville in 1795 brought the fighting to a formal end -- a full generation before the township's more familiar mill-and-village history could really begin.
