How Salem Township, Jefferson County began

Salem Township, organized in 1808 out of Steubenville Township, covers 36 square miles in Township 10, Range 3 of the Steubenville congressional land district. James Moore, Edward Devine, Joseph Hall and several other families are recorded settling the township around 1800, though the 1880 county history admits the very first settler cannot be determined with certainty. The township grew three villages -- Richmond, East Springfield and Salem -- along with ten churches, ten schools and Richmond College, and by 1880 counted three post offices. Richmond, the largest of the three villages, is described separately; the township is also remembered for William Vantz, its Salem postmaster, who reportedly held the position for fifty-six years after his 1815 appointment at age twenty-one, one of the longest tenures of any postmaster recorded in the United States.

Settled 1798-99 (settlers began coming); several families c. 1800, platted not applicable (township), incorporated 1807-06-12 (set off by the county commissioners; the 1880 county history gives 1808), by Jefferson County commissioners, on application, from Steubenville Township.

Where the name comes from

Named Salem, like the village at its center; the reason for the name is not recorded.

Before the town

No specific Native American village, mound or documented encounter within Salem Township is recorded. The township was organized in 1808, more than a decade after the Treaty of Greenville (1795) extinguished Native title to the area, and its earliest settlers arrived around 1800, after the treaty.

Nations recorded here: Lenape (Delaware), Shawnee, Wyandot.

Timeline

  1. — Joseph Talbott buys the northeast quarter of Section 10 from Bezaleel Wells at $2.50 an acre and settles on it the next year; settlers began arriving in the township in 1798-99.
  2. — James Moore, Edward Devine, Joseph Hall, Stephen Ford, Joseph Hobson, Joseph Talbott, William Farquhar, Ezekiel Cole and the Bailey families settle in the area, among the township's earliest documented residents.
  3. — Isaac Helmick plats New Salem (later Salem, once called Annapolis) on the Harrison County line: 74 in-lots and 17 out-lots; John Sunderland builds the first house and John Wilson keeps the first store.
  4. — John Gillis Jr. lays out East Springfield in the northeast quarter of Section 35, on the Springfield Township line; by 1809 it has three houses and it later becomes a stage stop on the Steubenville and Canton mail route.
  5. — The county commissioners set off the tenth township of the third range as Salem Township, with the first election at David Coe's house (the 1880 history says 1808).
  6. — Salem Township is organized.
  7. — John Hague builds a brick hotel at East Springfield, long known as the Edgington-McCullough House and kept by A. Calhoun and Isaac Shane; general militia musters under Gen. Samuel Stokely are held in the village.
  8. — Isaac Jenkinson lays out the town of Richmond for Joseph Talbott on September 20, with sixty-foot streets; B. Hartman builds the first dwelling and Allen Farquhar is the first storekeeper.
  9. — At a hearing over notes of the failed Salem bank, Dr. G. W. Duffield stabs attorney David Redick, who dies on the way to Steubenville; Duffield is tried that August and acquitted.
  10. — William Vantz, then twenty-one, is appointed postmaster at Salem (the Annapolis office, opened in 1815 with Robert Baird as postmaster) and holds the office for some fifty-six years until 1880, when infirmity made him resign; the 1880 county history says fifty-six years had passed since his appointment, and the 1910 history dates it 1823.
  11. — Richmond is incorporated; at its first election on April 25 forty-seven voters turn out, indicating a population of about 200.
  12. — Richmond, the largest village in the township, reaches its peak population of 692 (514 in 1850); it falls to 405 in 1870 and 393 in 1900.
  13. — The township holds three villages (Richmond, East Springfield and Salem), three post offices, ten churches, ten schools and one college, Richmond College.
  14. — Salem village, the Annapolis of the old post office, has dwindled to a quiet hamlet after a population of 158 in 1850 and 139 in 1870, and the township is a rugged farming section with coal and some oil.

Stories

Fifty-six years behind one counter

William Vantz became postmaster at Salem when he was twenty-one. The 1880 county history says only that Salem looked about for a postmaster 'fifty-six years ago' and chose him; the 1910 county history dates the appointment to 1823, by President Monroe, after Robert Baird had served from the office's opening in 1815. Vantz, a bachelor, kept the office at the east end of the village. The 1910 history says he handed out the mail there for some fifty-six years, through fifteen administrations, in a town no steamboat, railroad or telegraph reached. He was also elected justice of the peace in 1830 and served twenty-four years. In 1880, worn down by age, he gave up the office, and he died that year after the Post Office Department sent him a letter of commendation. The 1910 history calls him the oldest postmaster in the United States, in an unbroken term in a single office.

The Salem bank and the doctor's lance

During the financial craze of 1818 two banks were organized at Salem, then a village hopeful of becoming the county seat because it lay near the geographical centre of a Jefferson County that still included Harrison and Carroll counties. One left no record; the other ended in a killing. Dr. G. W. Duffield was president of the Salem bank, and when it failed in 1818 suits were brought to recover on the notes it had issued with no government supervision. At a hearing before Justice Jacob Vantz on July 9 words passed between Duffield and David Redick, the attorney for the prosecution. The trial adjourned and Redick followed Duffield into the street and bore him to the ground by his weight; Duffield, feeling his life in danger, stabbed him in the neck with a doctor's lance. Redick died while being carried to Steubenville in a wagon. Duffield was indicted, using the old territorial form that charged he had been moved and seduced by the instigation of the devil, tried in August and acquitted. The only asset the bank left, the 1910 history says, was a table.

The soldier who came with Lafayette

John Andrew, who came to Salem about the start of the nineteenth century, is buried in the graveyard on the hill at Salem village under a small sandstone marked 'a native of Marseilles, in the south of France; a soldier of the Revolutionary War and of the War of 1812.' The 1910 county history says he came to America with Lafayette and was with Wayne at the storming of Stony Point on the night of July 16, 1779, one of eighty-three patriots wounded there: a bayonet went entirely through his abdomen, he survived, and a sabre stroke across the temple left a scar he carried to his grave. When Jefferson County troops were called out against the British in 1812 he was made a lieutenant colonel of the regiment and served until peace. The printed date of his death is unclear.
