How Boardman Township, Mahoning County began

Boardman Township was laid out in the late 1790s as township 1, range 2 of the Connecticut Western Reserve by Elijah Boardman, a Connecticut Land Company agent and future U.S. senator for whom it is named, and was formally organized around 1805-1806. It stayed a farming community of grain fields and apple orchards through the nineteenth century, its social center the 1828 St. James Episcopal Church, until a horse-racing venue called Southern Park drew Youngstown visitors around 1900. The twentieth century transformed it into a retail and residential suburb: Edward J. DeBartolo Sr. built Boardman Plaza, one of the country's first strip malls, in 1950, and the DeBartolo Corporation followed with Southern Park Mall on the old racetrack grounds in 1969-1970. Today Boardman is the second-largest municipality in the Youngstown-Warren metropolitan area and a major regional shopping hub, with the southern reach of Mill Creek Park inside its boundary.

Settled late 1790s, platted organized as township 1, range 2 of the Connecticut Western Reserve; formally established as a township around 1805-1806, incorporated township government, not a separate municipal incorporation, by Elijah Boardman, Connecticut Land Company land agent and later U.S. Senator from Connecticut.

Where the name comes from

The township is named for Elijah Boardman, the Connecticut Land Company land agent who founded it in the late 1790s and later served as a United States Senator from Connecticut; he is also credited as architect of the township's 1828 St. James Episcopal Church.

Before the town

No Native American village, trail, or site specific to Boardman Township is documented in the sources consulted. The township lies within the Connecticut Western Reserve, land ceded by the Wyandot, Ottawa, Chippewa, Munsee, Delaware, Shawnee, and Potawatomi in the 1805 Treaty of Fort Industry and the 1795 Treaty of Greenville region. The county's fuller Native history includes the Whittlesey culture and historic-era nations who ranged the Mahoning Valley.

Timeline

  1. — Elijah Boardman, a Connecticut Land Company agent, surveys and founds the township, designated township 1, range 2 of the Western Reserve.
  2. — Boardman Township is formally established for local government (sources give both 1805 and 1806).
  3. — The congregation that becomes St. James Episcopal Church is established, described as the first Episcopal church founded outside the original Thirteen Colonies.
  4. — St. James Episcopal Church is built, with township founder Elijah Boardman credited as its architect.
  5. — Around the turn of the century, the Southern Park horse-racing track, bounded by Washington Boulevard, Southern Boulevard and McClurg Road, becomes a recreational draw for visitors from Youngstown.
  6. — Edward J. DeBartolo Sr. develops Boardman Plaza on U.S. Route 224, one of the first strip shopping centers in the country.
  7. — Sears opens October 1 as the first anchor of the DeBartolo Corporation's new Southern Park Mall, built on the former Southern Park racetrack grounds.
  8. — JCPenney and Strouss' open at Southern Park Mall in April, completing the mall's original three anchors at a project cost of about $15 million.
  9. — St. James Episcopal Church is deconsecrated at its original site in 1971 and relocated to Boardman Park in 1972.
  10. — Southern Park Stable, one of the few surviving structures of the old racetrack, is added to the National Register of Historic Places on July 10.
  11. — The St. James congregation holds its final service after membership dwindled, closing more than two centuries of Episcopal ministry connected to the site.

Stories

The oldest building in Boardman, moved twice

St. James Episcopal Church traces its congregation to about 1809, a date that, if accurate, makes it the first Episcopal congregation organized outside the original Thirteen Colonies -- a striking claim for a frontier township barely settled a decade earlier. The building itself went up in 1828, designed, according to local tradition, by township founder Elijah Boardman himself, and it served as the community's meeting house for well over a century. By the mid-twentieth century the surrounding township had grown up around it into a retail suburb, and in 1971 the congregation deconsecrated the old building; rather than lose it, the township moved the structure to Boardman Park in 1972, where it was renovated into a 125-seat venue for weddings, concerts and community gatherings. Locals call it the St. James Meeting House and consider it the oldest structure in Boardman. The congregation itself endured at the relocated site for decades before holding its final service in 2026, closing out more than two hundred years of continuous Episcopal presence tied to that single small building.

From racetrack to regional mall

Long before Boardman was known for shopping, it was known for horses. Around 1900 a track called Southern Park, laid out along what are now Washington Boulevard, Southern Boulevard and McClurg Road, drew race-day crowds out from Youngstown, making the township an early recreational escape for the growing steel city next door. The track era faded, but the name did not: when the Edward J. DeBartolo Corporation built a large enclosed shopping center on land near the old racetrack in 1969-1970 -- with Sears opening October 1, 1969 and JCPenney and the luxury department store Strouss' following in April 1970 -- it named the project Southern Park Mall. One structure from the original track survived redevelopment, the Southern Park Stable, added to the National Register of Historic Places in 1986 as one of the only physical reminders that the site was ever a racecourse at all.

One of the country's first strip malls

Boardman's transformation from farm township to retail hub did not start with the mall; it started twenty years earlier, in 1950, when developer Edward J. DeBartolo Sr. built Boardman Plaza along U.S. Route 224. Anchored by multiple grocery stores in a single open-air row with shared parking, Boardman Plaza is counted among the first strip shopping centers built anywhere in the country, an early sign of the format that would eventually reshape American retailing. DeBartolo went on to build Southern Park Mall in the township two decades later, and the Youngstown Sheet and Tube Company placed a major steel-industry headquarters in Boardman as well, so that by the time the steel industry collapsed after 1977, the township's economy had already diversified enough around retail to weather it better than Youngstown itself.
