How Warren began

Warren was laid out in 1798 by Ephraim Quinby, who bought 441 acres from the Connecticut Land Company and, on the suggestion of the company's surveyor Moses Warren, named the settlement for him rather than for himself. When Trumbull County organized in 1800 to govern the entire Connecticut Western Reserve, Warren was chosen as the seat of that whole territory's government, and it has remained Trumbull County's seat ever since, even as the county around it shrank to a fraction of its original size. The city grew through the 1800s as a Mahoning River mill and market town, then industrialized around steel and, from the 1890s, around the Packard brothers' electrical and automobile manufacturing, before settling into its present role as Trumbull County's largest city and seat.

Settled 1798, platted 1798, by Ephraim Quinby, incorporated 1801 (Trumbull County seat), by Ephraim Quinby.

Where the name comes from

Ephraim Quinby, who purchased the 441-acre tract from the Connecticut Land Company and laid out the town, named it not for himself but for Moses Warren, the company's surveyor who had helped lay out the Western Reserve lands the settlement sat on.

Before the town

No Native village, camp or treaty event specific to the Warren town site is recorded in the sources we reviewed. The 1882 county history places the Mahoning valley -- which runs directly through the future site of Warren -- as territory 'mainly occupied by Delawares' and used as hunting ground by Seneca, Mingo and other Reserve-era nations through the 1700s, with a Delaware-affiliated band called the Massasaugas said to be 'most numerous on the Mahoning,' but no source found names a town, camp or trail at the specific point on the river where Quinby settled in 1798. Native title to the Western Reserve, including the Warren site, was not formally ceded until the 1805 Treaty of Fort Industry, seven years after Quinby's settlement began, meaning the town's earliest years were lived on land the United States had not yet purchased.

Nations recorded here: Lenape (Delaware), Seneca, Mingo (Seneca-Cayuga).

Timeline

  1. — Ephraim Quinby buys 441 acres of Connecticut Land Company land on the Mahoning River and lays out the town, naming it for surveyor Moses Warren.
  2. — Trumbull County organizes covering the whole Western Reserve; Warren, already the territory's most developed settlement, is chosen as seat of its government.
  3. — Warren becomes the seat of Trumbull County government.
  4. — Warren has grown into a modest commercial center with county buildings, two printing offices, a bank, five mercantile stores and about 600 residents.
  5. — Packard Electric Company, founded by Warren brothers James Ward and William Doud Packard, makes Warren the first town in the United States with electric street illumination of its own manufacture.
  6. — The present Trumbull County Courthouse, the third on the site since 1815, is completed in Warren.
  7. — James Ward Packard builds and drives the first Packard automobile out of a factory at 408 Dana Street NE; about 400 Packards are built in Warren before the company relocates to Detroit in 1903.
  8. — The federal Flood Control Act authorizes a Mosquito Creek reservoir, with supplying water to Warren among its stated benefits.
  9. — The US Army Corps of Engineers completes the dam creating Mosquito Creek Lake, northeast of Warren.
  10. — Warren's wastewater treatment plant is originally constructed; it is later expanded to a 16 MGD design capacity.
  11. — Warren's population peaks at 63,494 before beginning a long decline tied to Mahoning Valley deindustrialization.
  12. — The EPA announces a partnership with Warren under its 'Get the Lead Out' initiative to help identify lead service lines in the city's water system.

Stories

A capital chosen before it had six hundred people

When Ephraim Quinby platted his 441 acres on the Mahoning in 1798, he cannot have known he was founding what would, within two years, be named capital of an entire Connecticut colony transplanted onto Ohio soil: when Trumbull County organized in July 1800 to govern the whole Western Reserve, three million acres running to Lake Erie, Warren was picked as the seat of that territory's government simply because it was already the most developed settlement anywhere in the Reserve. It did not look like a capital for decades. By 1833 the whole town amounted to the county buildings, two print shops, a bank, five stores and about 600 residents; even by 1846 the population had only reached about 1,600. The Reserve around Warren was carved away, county by county, into Geauga, Ashtabula, Portage, Cuyahoga and the rest, until Trumbull shrank to the ordinary-sized county it is today -- but Warren, never having lost the seat it was handed as a nearly empty frontier village, stayed the county seat straight through.

The brothers who lit Warren before they built cars

James Ward Packard and his brother William Doud Packard are remembered nationally for automobiles, but their first Warren business was electricity: their Packard Electric Company made Warren, in 1893, the first town in the United States lit by street lighting of its own manufacture -- a genuinely local technological claim, not a licensed system bought from elsewhere. James's automobile career reportedly began out of irritation: unhappy with an 1898 Winton he had bought, he is said to have complained to its builder, Alexander Winton, who told him that if he thought he could do better he should try. On November 6, 1899, Packard drove the first car of his own design out of a Dana Street factory, and over the next four years the brothers built roughly 400 Packards in Warren before Detroit investors bought and renamed the company the Packard Motor Car Company in October 1902 and moved it to Michigan. Packard Electric, unlike the automobile line, never left Warren, and grew into a major supplier of automotive wiring that eventually became part of General Motors -- so the town that lit its own streets in 1893 ended up supplying wiring to the whole American auto industry long after the cars themselves had gone to Detroit.

Mostly estimated. Only 7% of these days come from a gauge standing inside Warren - the rest are worked out from the nearest gauges around it, so read them as close estimates rather than readings.

48,869 days of records, 1893-01-01 to 2026-10-29. Source: NOAA NCEI GHCN-Daily, 3,240 gauges in and around Ohio. A day is "gauged" when a gauge standing inside the boundary reported it, and the value is the mean of those gauges. Otherwise it is interpolated by inverse distance from every gauge reporting within 50 miles. Nothing is carried forward, back-filled or smoothed. Against NOAA nClimDiv county monthly precipitation over 136,848 complete county-months (checked 2026-10-31): correlation 0.9515, median absolute difference 0.217 in a month. Built 2026-10-31 from the Cracked Buckeye precipitation archive. Snow is the softer number — snowfall is measured by hand with a ruler, no agency publishes a gridded county snowfall series, and blowing snow defeats every observer.

Facilities are placed on the map from Ohio EPA's own map layers, EPA's Facility Registry, coordinates written in the filings, or a geocoded street address. A permit filed under a private person's name (most are household septic systems) is counted but never named, placed or linked; licenses for individual workers and open-burning notices are left out entirely.
