How Island Creek Township, Jefferson County began

Island Creek Township, the only township of that name in Ohio, was set off from Steubenville Township on June 4, 1806 and takes its name from Island Creek, which crosses it west to east to meet the Ohio River opposite Brown's Island. Early settlers including Isaac Shane, Michael Castner, Daniel Viers and Jacob Cable took up farms here in the years around 1800, and the township grew a scattering of mills, coal banks, brickworks and four rural churches through the nineteenth century rather than a single dominant village. Parts of three incorporated places -- Steubenville, Toronto and Wintersville -- now extend into the township's borders, along with the unincorporated clay-industry settlement of Pottery Addition, so much of its modern population and built history belongs to those places' own separate stories. The rural township itself is remembered today mainly for its early mills, its fire-brick and ice works, and Jefferson County's Bicentennial Barn on State Route 213.

Settled c. 1800 (Isaac Shane, Michael Castner and other early settlers), platted not applicable (township, not platted as a town), incorporated June 4, 1806 (set off from Steubenville Township), by Jefferson County Commissioners.

Where the name comes from

Named for Island Creek, the principal stream crossing the township from west to east, which empties into the Ohio River opposite Brown's Island.

Before the town

The 1910 county history records one Native object from the township: Sam Huston, the county engineer, kept an iron tomahawk found in Wills Creek. It also places the earliest white settlement early enough to overlap with Native presence on the river: Philip Cable is said to have settled below the mouth of Island Creek in 1785 and built a blockhouse, where his son Ephraim was born, a claim the history notes is outranked by an earlier birth at Mingo. No named village, mound or trail is recorded in the township itself. The township lies a few miles upstream from Mingo Town (Mingo Junction), the Seneca-Cayuga (Mingo) settlement on the river.

Nations recorded here: Mingo (Seneca-Cayuga), Lenape (Delaware), Shawnee.

Timeline

  1. — Philip Cable settles below the mouth of Island Creek, according to the 1910 county history (an early date against the county's other settlement records), builds a blockhouse, and rears a family of twelve; his son Ephraim, born there in 1785, was once claimed as the first white child born in the county, though the 1910 history gives Absalom Ross of Mingo the prior claim.
  2. — Ephraim Cooper and William Campbell build the first cabin on the line of the later state road between Wills Creek and Yellow Creek; Andrew Ault, whose father built the first linseed-oil mill in the West, settles in 1797.
  3. — Rev. James Snodgrass of Steubenville is installed on November 24 as pastor of the Island Creek Presbyterian Church, the township's first religious organization; a round-log church is built in 1802 on land given by Ephraim Cooper.
  4. — The Two Ridge Presbyterian Church on the Steubenville and Richmond pike is formed about 1802-03 under Snodgrass; it meets in various places until its first house of worship in 1810.
  5. — Jefferson County Commissioners set off the Sixth Township of the Second Range as Island Creek Township on June 4; a fractional part of Township Three, Range One is later added from Steubenville Township.
  6. — Andrew Huston, kin of General Sam Houston, comes from the Cumberland Valley and settles at the mouth of Wills Creek, on the site of the later Steubenville water works; Michael Castner, who owned 1,000 acres and built a mill at the head of Wills Creek, is an early merchant.
  7. — The Mount Tabor school opens in a log house first built as a dwelling, with William Jackman as first teacher; a log school built in 1814 is burned by an arsonist four years later and replaced by a brick one.
  8. — Rev. James B. Finley begins preaching near Mount Tabor and organizes a Methodist class at the home of Adam Jackman; a brick church follows after twelve years and a frame one in 1856.
  9. — A 30-by-40-foot Methodist church is built for the Island Creek congregation, organized in 1837 by Rev. James M. Bray with sixteen members and thirty-eight by year's end.
  10. — The Island Creek Presbyterian Church, which had burned down in 1825 and been replaced by a brick building partly wrecked by a storm in 1856, completes a larger church that still stands in 1910.
  11. — John Yocum founds the Valley Springs Ice Works on Wills Creek, producing 1,500 to 2,000 tons of ice a year by 1880.
  12. — Fickes, Cable & Abrahams establish a fire brick works at Island Siding.
  13. — Martin's Coal Bank opens, working a coal vein three and a half feet thick.
  14. — Apart from the Toronto extension, Alikanna and Pekin are the only hamlets in this farming township; Alikanna has the pumping station of the Steubenville water works and neighbouring Stanton Park, an amusement resort, where the hamlet of Millvale, platted by Joseph Beatty in 1873, was absorbed.
  15. — Jefferson County's Bicentennial Barn, marking the county's 1997 bicentennial, stands on State Route 213 within the township.

Stories

A township of mills and coal banks, not one village

Unlike many Jefferson County townships that grew around a single platted village, Island Creek Township's nineteenth-century economy was scattered across small, specific operations: Davidson's grist and saw mills running on both water and steam power with two sets of millstones, John Yocum's ice works on Wills Creek cutting 1,500 to 2,000 tons of ice a year by 1880, a fire brick works at Island Siding built in 1873 by the partnership of Fickes, Cable and Abrahams, and Martin's Coal Bank, opened in 1876 to work a three-and-a-half-foot coal seam. Four rural congregations -- Center Methodist Episcopal Chapel, Island Creek M.E. Church, Mt. Tabor M.E. Church and Two Ridge Presbyterian Church -- served the farm families scattered among these small industrial sites, a pattern of dispersed small enterprise rather than a single town center.

Judge Cable's quick wedding

Philip Cable, who the 1910 county history says settled below the mouth of Island Creek in 1785 and sat as a judge of the Territorial Court as early as 1798, later served as a justice of the peace and was, the 1910 county history says, somewhat eccentric but so popular that he married most of the couples in the neighbourhood. His practice was so extensive that he cut the service short so that waiting couples would not be held up by ceremony, ending it with the words: 'Give me a dollar, kiss your bride, and go about your business.' Once, with nobody else in the house to witness a wedding, he called in his wife Dolly and a Black servant and said: 'In the presence of my wife, Dolly, and Black Harry, I pronounce you man and wife, give me my dollar.' Cable had built a blockhouse at his home, and a bend and eddy in the Ohio at the foot of Brown's Island still carried his name in 1910.
