How Wintersville began

Wintersville was laid out by John Winters about 1831 and named for him, although the settlement's very first house had already been built somewhat earlier by David Freelin. Winters put up the first frame building, a hotel, with carpentry work by James McCoy, and kept the first store; Robert McCoy ran the first post office and second store. A post office operated under the Wintersville name from 1831 until 1901. The village straddles the line between Cross Creek and Island Creek townships in central Jefferson County, a few miles west of Steubenville, and by 1840 held 107 residents -- a figure that had actually fallen to about 75 by 1880, the 1880 county history noting flatly that its 'close proximity to Steubenville renders it unfit for business' and that the village was 'going downwards.' Confederate General John Hunt Morgan's raiders passed through the area in 1863 during Morgan's Raid, the northernmost Confederate incursion of the Civil War. Wintersville's fortunes reversed entirely in the twentieth century as Steubenville's population spread outward: it rose from about 1,950 residents in 1950 to a peak of roughly 4,921 in 1970, and has declined gradually since to 3,765 at the 2020 census.

Settled c. 1831 (John Winters; the settlement's first house was built somewhat earlier by David Freelin), platted c. 1831, incorporated date not found in sources reviewed, by John Winters.

Where the name comes from

Named for its founder, John Winters, who laid out the settlement about 1831 and built its first frame building, a hotel (carpentry by James McCoy).

Before the town

No source reviewed names a specific Native American village, mound or documented encounter within Wintersville itself. The village lies within Cross Creek and Island Creek townships, both settled only after the Treaty of Fort McIntosh (1785) and Treaty of Greenville (1795) had extinguished Native title to the area. The township's record includes a documented link between an early Cross Creek settler and the 1774 killing of the Mingo leader Logan's family at Yellow Creek.

Nations recorded here: Mingo (Seneca-Cayuga), Wyandot, Shawnee.

Timeline

  1. — John Winters lays out Wintersville and builds its first frame building, a hotel; a post office opens the same year, with Robert McCoy as first postmaster and keeper of the second store.
  2. — Village population is recorded at 107.
  3. — Confederate General John Hunt Morgan's raiders pass through the Wintersville area during Morgan's Raid.
  4. — Population has fallen to about 75; the county history attributes the decline to Wintersville's closeness to Steubenville, which it says 'renders it unfit for business,' leaving three small groceries, two blacksmith and wagon shops, a doctor and a preacher.
  5. — The Wintersville post office, open since 1831, closes.
  6. — Village population stands at about 1,950.
  7. — Village population peaks at approximately 4,921 as Steubenville's postwar growth spills outward into Wintersville.

Stories

A village that shrank before it grew

Wintersville's modern identity as a booming Steubenville suburb obscures a much bleaker nineteenth-century story. John Winters laid out the town about 1831 -- though David Freelin had already built the very first house there -- and put up a frame hotel with carpentry work by James McCoy, while Robert McCoy ran the post office and a second store. The village reached 107 residents by 1840, but by the time the 1880 county history was compiled it had shrunk to no more than 75, and the historian did not mince words about why: 'Its close proximity to Steubenville renders it unfit for business,' the account states, adding that the village was simply 'going downwards,' left with three small groceries, two blacksmith and wagon shops, one doctor and one preacher. That verdict would prove spectacularly wrong within a lifetime. As Steubenville's mid-twentieth-century industrial population looked for room to build new houses, Wintersville absorbed the outward growth its closeness to the city had once seemed to doom it for, expanding nearly two and a half times over between 1950 and its 1970 peak of about 4,921 residents -- becoming, in effect, the county's first true suburb precisely because of the proximity an earlier generation had called a curse.

A day is "gauged" when a gauge standing inside the boundary reported it, and the value is the mean of those gauges. Otherwise it is interpolated by inverse distance from every gauge reporting within 50 miles. Nothing is carried forward, back-filled or smoothed. Snow is the softer number — snowfall is measured by hand with a ruler, no agency publishes a gridded county snowfall series, and blowing snow defeats every observer.
