How Washington Township, Carroll County began

Washington Township, in the east-central part of Carroll County, was surveyed as Township 14, Range 5 of the Seven Ranges and was named, Wikipedia says, because many early settlers came from Washington, Pennsylvania. It was formed in Columbiana County on May 1, 1803, and tradition makes the hunter Jesse Palmer, about 1800, its first settler and the namesake of a stream here. Its southwest corner held the first plat of the county seat: Peter Bohart laid out Centreville (Carrollton) in 1815 partly on its sections 31 and 32, before Center Township was carved from Washington and Harrison in March 1836. It peaked at 1,447 people in 1830, fell to 523 by 1920 and had 1,116 in 2020. It has no town.

Settled about 1800 (Jesse Palmer, by tradition), platted 1815 (Centreville, now Carrollton, laid out by Peter Bohart partly on township land), incorporated May 1, 1803 (formed in Columbiana County), by Jesse Palmer, tradition's first settler; Peter Bohart, proprietor of Centreville.

Where the name comes from

Wikipedia's township article says it was named Washington because many early settlers came from Washington, Pennsylvania; it is one of 43 Washington townships in Ohio. That article does not say it was named for George Washington.

Before the town

No Native village, mound, trail or treaty site specific to Washington Township is recorded in the sources checked. The land was ceded by the Delaware (Lenape), Wyandot, Ojibwe and Odawa in the Treaty of Fort McIntosh (January 21, 1785), which most Ohio nations such as the Shawnee did not accept, and settlement followed the Treaty of Greenville (1795). The 1921 county history says that the first white contact near the county came in 1761-62, when the Moravian missionaries Frederick Post and John Heckewelder worked with Native people at Schoenbrunn, Gnadenhutten and Salem in the Tuscarawas Valley, and that in the county's first twenty years 'the Indians committed occasional depredations, but they were generally peaceable.' The county lies on the Great Trail between the Ohio forks and Lake Erie.

Nations recorded here: Lenape (Delaware), Wyandot.

Timeline

  1. — The hunter Jesse Palmer, by tradition, builds a log cabin on the stream now bearing his name in Washington Township, perhaps on part of Section 16 (later William Miller's land) or farther up the stream, and is generally thought one of the first two white settlers within present Carroll County.
  2. — On May 1 Washington Township is formed within Columbiana County as Township 14, Range 5 of the Old Seven Ranges.
  3. — Peter Bohart, a Pennsylvania German, settles east of the future Carrollton, and Isaac Dwire, Richard Baxter, John Caskey and William Croxton take up land near the crossing of the Steubenville-Canton and New Lisbon-New Philadelphia roads, then in Columbiana County.
  4. — On October 4 Peter Bohart lays out the town of Centreville, now Carrollton, on parts of Sections 31 and 32 of Washington Township.
  5. — The township has 700 residents; the population is 1,447 in 1830, its peak.
  6. — Carroll County is formed from parts of Columbiana, Harrison, Jefferson, Stark and Tuscarawas counties and takes in Washington Township whole; Centreville is renamed Carrollton for Charles Carroll of Carrollton, the last signer of the Declaration of Independence, and made the county seat.
  7. — In March, Carroll County commissioners set off Center Township using land taken from Washington Township and neighboring Harrison Township.
  8. — The county history gives 1,014 residents (Wikipedia gives 1,041), against 750 in 1880, 664 in 1890, 634 in 1900 and 601 in 1910.
  9. — The population reaches its low of 523.
  10. — The population returns to 601 and then climbs to 772 in 1980 and 813 in 1990.
  11. — The population is 1,061, rising to 1,239 in 2010.
  12. — The census counts 1,116 residents over 26.0 square miles, down 9.9 percent since 2010.

Stories

Jesse Palmer, the hunter who gave a stream his name

Tradition in Carroll County says that about 1800 a hunter named Jesse Palmer built a log cabin in Washington Township on the banks of the stream that now carries his name, the first white man to settle in what became the county. One account fixes his place on part of Section 16, later William Miller's land, while another puts it farther up the stream on land later owned by Robert Huston. About the same time John Jackman settled on the Elkhorn in Lee Township, and which of the two came first, the county historian says, is and will remain a disputed question. When Palmer died, his neighbors near Scroggsfield gave him the best burial they could: no undertaker was near, so they made him a coffin of walnut from a native tree, in the plainest way but respectable. The settlers who followed in the next decade, among them Jacob Gotshall (1801), Peter Albaugh (1805) and Daniel Shawver (1807), settled the southeastern part of the county.

A county seat on a section line

In 1810 settlers including Isaac Dwire, Richard Baxter, Peter Bohart, John Caskey and William Croxton took up land near the crossing of the roads from Steubenville to Canton and from New Lisbon to New Philadelphia, then in Columbiana County. Dwire's Rising Sun Tavern straddled the Stark and Columbiana county lines, and when the Quaker commissioners of Columbiana County refused him a liquor license, he moved his bar to the Stark side of the room and handed out drinks across the line 'according to law.' Bohart laid out Centreville on October 4, 1815. The section line dividing Washington and Harrison townships ran through the site, the land on its north side belonging to Joseph Lane and the south side to others. Isaac Atkinson, who ran a mill, an oil mill and a carding machine powered first by oxen on a tramp-wheel, campaigned for six years for a new county; when it passed on December 25, 1832, the townspeople lit a bonfire and paraded, and the Centreville Recorder changed its name to the Carrollton Gazette. Center Township, made partly of Washington's land, was created in March 1836.
