How Monroe Township, Harrison County began
Monroe Township occupies the northwestern corner of Harrison County. Its earliest documented settlers, William Baird (spelled Baun in the 1921 county history) and William Constable, arrived in 1801, well before the county's 1813 organization. The township contains the village of Bowerston in its northeast, which grew from mills built on Conotton Creek by brothers Barnhard and John Bower; the settlement was known successively as Bower's Mills, Bowersville, and finally Bowerston after an 1883 change dropped a letter. The rest of the township remains farmland.

Where the name comes from
Monroe Township is presumed named for President James Monroe, following the common Ohio pattern of naming townships for early presidents; no specific naming record is known.
Before the town
No Native American village, mound, or treaty boundary specific to the township is documented; the land was included in the general Ohio cessions of the 1780s-1790s (Treaty of Fort McIntosh, 1785, and Treaty of Greenville, 1795) before organized American settlement began, and it lay within range of Mingo, Delaware (Lenape), and Shawnee hunting and travel along the Ohio River tributaries.

- — William Baird and William Constable settle in Monroe Township, the earliest documented settlers named in the county's 1900 history; Jacob Easterday follows in 1811, John Bower in 1809, John Fry in 1813, and Bernard Bower in 1812.
- — Barnhard and John Bower rebuild an existing sawmill and gristmill on the south side of Conotton Creek.
- — The settlement, called Bower's Mills, is laid out.
- — Monroe Township is formed on March 24 with the other subdivisions of the county, taking its present boundary.
- — Bowerston is formally platted by David Bower, Henry Hoover, and Nathaniel Bower on August 21, filed in court the following year.

Stories
Mills on the Conotton
The first settlement in Monroe Township centred on Conotton Creek, whose rapid-running water the 1921 county history says still turned a flour mill at Bowerston. When Barnhard and John Bower came to the creek, a sawmill and a gristmill already stood on its south bank, and that in 1804 the brothers began to rebuild them. Hanna's settler roll records John Bower in the township in 1809 and Bernard Bower in 1812, so the dates do not agree. The mill site grew into Bower's Mills, laid out in 1816, then Bowersville and Bowerston, and the family's name stayed on the village. A biography in the 1921 history of a Bower family member who died on his Monroe Township farm in 1907 says plainly that Bowerston was named in honor of his family.
