How Washington Township, Harrison County began

Washington Township, in the western part of Harrison County, is five miles by six and was organized by the county commissioners on December 6, 1824. Lewis Davidson of Fayette County, Pennsylvania, settled in 1809. The village of Tippecanoe was platted in December 1840 by Alfred Heacock and named for the 'Tippecanoe and Tyler too' campaign of William Henry Harrison. Stillwater Creek powered Heacock's flour mill, which ran until about 1908; coal was mined from the hillsides for a century, and a stone industry cut flagging and grindstones until about 1905. The township had 1,207 people in 1890 and 640 in 2020; Clendening Lake, a Muskingum Watershed reservoir on Brushy Fork, lies near Tippecanoe.

Settled 1809 (Lewis Davidson), platted December 1840 (Tippecanoe), incorporated December 6, 1824 (organized as a township), by Harrison County commissioners.

Where the name comes from

No source consulted gives the reason for the township's name; it is one of forty-three Washington Townships in Ohio. The village of Tippecanoe was named for the 1840 presidential campaign slogan 'Tippecanoe and Tyler too', according to Lewis's 1921 history.

Before the town

No Native village, mound, burial or battle site is recorded for Washington Township in the sources consulted (Hanna's 1900 county history, Lewis's 1921 county history, the township and village chapters). What the record does show is regional. The 1785 Treaty of Fort McIntosh, signed with the Wyandot, Delaware (Lenape), Ojibwe and Odawa, claimed most of eastern and southern Ohio for the United States, though many Native leaders rejected it, and the 1795 Treaty of Greenville confirmed the cession after Fallen Timbers. Hanna notes that the first routes into Harrison County were probably old Indian trails along streams and ridge tops, and cites Archer Butler Hulbert's 1900 study of Ohio's Indian thoroughfares, which traced a 'Mingo Trail' from the Mingo Bottoms (Steubenville) to Will's Town (Duncan Falls) crossing the county a short distance south of Cadiz. The first settlers to reach Short Creek in 1796 included former government Indian scouts paid in land, and Hanna describes the county's earliest white visitors as Indian fighters, scouts and hunters from the Ohio River frontier.

Nations recorded here: Mingo (Seneca-Cayuga), Delaware (Lenape), Shawnee.

Timeline

  1. — Lewis Davidson, from Fayette County, Pennsylvania, settles in the township; William Huff and Robert Parks follow in 1810 and Jesse Huff and Nathaniel Gilmore in 1811.
  2. — John Huff and John Henry Carver, from Germany, settle in the township; John Cooper follows in 1813.
  3. — The county commissioners organize Washington Township.
  4. — A post office called Norrisville, from which mail was fetched from Steubenville, is the township's first (listed 1837 or 1841).
  5. — Alfred Heacock plats the village of Tippecanoe, named for the 'Tippecanoe and Tyler too' campaign of William Henry Harrison, and builds a flour mill on Stillwater Creek that he runs until 1846.
  6. — The Tippecanoe post office opens and has operated since.
  7. — After the Civil War William Dunlap is postmaster at Tippecanoe, keeping the office in a 10-by-12-foot building that stood until about 1920.
  8. — The Boyds replace the burr stones of the Tippecanoe mill with the roller process; the mill, in the family for over forty years, closes about 1908.
  9. — The census counts 1,207 people in Washington Township; the count is 1,247 in 1900 and 986 in 1910.
  10. — Until about 1890 coal at Tippecanoe is got only by drifting into the hillside; the Stillwater Mining Company then goes down 112 feet.
  11. — The stone industry at Tippecanoe, which had cut flagging and grindstones, declines with the rise of cement.
  12. — The census counts 976 people; Tippecanoe has about 500, two churches, a school and a Knights of Pythias lodge, and the Stillwater Mining Company mines about 160 tons of coal a day.
  13. — The census counts 640 people; Clendening Lake, about 1,800 acres on Brushy Fork east of Tippecanoe, is part of the Muskingum Watershed Conservancy District.

Stories

Grindstones, flagstones and a flour mill at Tippecanoe

Alfred Heacock laid out Tippecanoe in December 1840 on Stillwater Creek and built the flour mill that gave the village its first industry. He ran it until 1846, when William Boyd bought it, and the Boyds worked it for over forty years, replacing the burr stones with rollers in 1889; the mill shut about 1908. Coal was drifted out of the bluffs for a century, until a shaft went down 112 feet. Quarrying was bigger: machines sawed flagging and window caps and sills, and grindstones were turned out in quantity until a thin streak of flinty rock in the ledge made the stone unusable. Cement sidewalks killed the flagstone trade, and by about 1905 the stone industry had died, leaving the coal miners and a few shops, which Lewis summed up in 1921 with the word 'inevitable'.

'Look and see if you have anything there'

Before Tippecanoe was platted the township's post office was Norrisville, with mail coming from Steubenville. Lewis records that just after the Civil War William Dunlap kept the Tippecanoe office in a 10-by-12-foot building that stood until recently, and that his successor John Stewart took over when mail came from Uhrichsville twice a week. The mail was thrown on a table and patrons invited to 'look and see if you have anything there.' W. A. Boyd, the furniture dealer, served as assistant postmaster under nearly every president since the war; by 1920 three rural carriers served the village.
