How Franklin Township, Harrison County began

Franklin Township lies in the western part of Harrison County, south of Monroe and west of Stock, with Tuscarawas County on its west. Its earliest recorded settlers were Benjamin Price from New Jersey (before 1805) and Walter and William Craig (1809). The county divided into the townships it has today on March 24, 1833, and the township holds three platted places: Deersville, platted November 25, 1815; Brownsville, platted December 20, 1815 by Absalom Kent Jr.; and Franklin, platted March 4, 1837 by John Marshall, whose post office was called Tappan. Lewis's 1921 county history says Franklin furnished more county officers in proportion to its size than any other township. Tappan was later drowned by Tappan Lake. The township had 1,119 people in 1890 and 517 in 2020.

Settled by 1805 (Benjamin Price), incorporated March 24, 1833 (county divided into its present civil townships), by Harrison County commissioners.

Where the name comes from

No source consulted explains why the township was named Franklin; it is one of twenty-one Franklin Townships in Ohio, and the usual guess, Benjamin Franklin, is not documented here.

Before the town

No Native village, mound, burial or battle site is recorded for Franklin Township in the sources consulted (Hanna's 1900 county history, Lewis's 1921 county history, the township and village chapters). What the record does show is regional. The 1785 Treaty of Fort McIntosh, signed with the Wyandot, Delaware (Lenape), Ojibwe and Odawa, claimed most of eastern and southern Ohio for the United States, though many Native leaders rejected it, and the 1795 Treaty of Greenville confirmed the cession after Fallen Timbers. Hanna notes that the first routes into Harrison County were probably old Indian trails along streams and ridge tops, and cites Archer Butler Hulbert's 1900 study of Ohio's Indian thoroughfares, which traced a 'Mingo Trail' from the Mingo Bottoms (Steubenville) to Will's Town (Duncan Falls) crossing the county a short distance south of Cadiz. The first settlers to reach Short Creek in 1796 included former government Indian scouts paid in land, and Hanna describes the county's earliest white visitors as Indian fighters, scouts and hunters from the Ohio River frontier.

Nations recorded here: Mingo (Seneca-Cayuga), Delaware (Lenape), Shawnee.

Stories

Tappan: platted in 1837, drowned in 1938

John Marshall laid out the village of Franklin in section 34 of the township on March 4, 1837, and the plat was filed three days later. Its post office took the name Tappan, and Lewis's 1921 history calls it quite an important post office in the days before rural free delivery, though the place never grew beyond a country hamlet with little business. The Tappan post office is listed from 1840 to 1939. In 1878 the future explorer Mary Jobe Akeley was born there, and by 1938 the hamlet lay under Tappan Lake, one of the Muskingum Watershed Conservancy District reservoirs built after the 1913 flood. The cemetery where Mary Jobe Akeley is buried is at Deersville, not at Tappan.

Three plats, three fates

Franklin Township's three platted places were laid out as follows: Deersville on November 25, 1815 by John Cramblett; Brownsville, five weeks afterward, on December 20, 1815, by Absalom Kent Jr.; and Franklin, in 1837, by John Marshall. Lewis's 1921 history calls Brownsville, in section 32, 'another inland country hamlet' and says Franklin never became more than a country hamlet. Deersville kept its post office from 1828 to the present and became a National Register district; Tappan, as Franklin's post office was called, is listed to 1939, the year after the lake covered the place.
