How Perry Township, Tuscarawas County began

Perry Township occupies the southeast corner of Tuscarawas County, bordering Guernsey and Harrison counties, and was formed from Oxford Township on August 11, 1818, in compliance with a petition from Robert Johnson; it is named, like some twenty-six other Perry townships in Ohio, for naval commander Oliver Hazard Perry. John Cadwallader, a Quaker who arrived about 1808 with three adult sons, was the first settler; his son John Cadwallader Jr. laid out the town of West Chester (Westchester) in September 1814, ninety-four lots on the Coshocton Road. From about 1830 to 1850 the village's boosters twice tried and failed to have a new county, to be called Chester County, carved out with West Chester as its seat, even founding a short-lived newspaper, the Westchester Times, to promote the scheme in 1850; the village incorporated instead, its post office taking the name Cadwallader. The township remains rural, with the 2020 census counting 439 people across its 25.8 square miles.

Settled about 1808 (John Cadwallader), platted September 1814 (West Chester, by John Cadwallader Jr.), incorporated 1818-08-11, by formed from Oxford Township on August 11, 1818, in compliance with a petition presented by Robert Johnson.

Where the name comes from

One of about twenty-six Perry townships in Ohio, most commemorating naval commander Oliver Hazard Perry, whose 1813 victory on Lake Erie made his name a popular choice for townships organized in the years that followed; no source ties this specific naming decision to a documented reason beyond that general pattern.

Before the town

The 1884 county history records a specific, dated frontier encounter tied to a named stream in the township: Phillips Fork is said to take its name from a Mr. Phillips who, while hunting with Joseph Huff during a period of hostilities between settlers and Native people, was pursued by a group of Native men and killed near the mouth of the run that now bears his name, while Huff, described as faster, escaped. No source names the people involved or gives a specific year for this event, so neither is asserted here. Beyond this, no other Native American history specific to Perry Township was found in the sources consulted; for the county's record of prehistoric mound-building cultures, the historic nations who lived, hunted or traveled through Tuscarawas County, and the treaties and removal that affected the region.

Timeline

  1. — John Cadwallader, a Quaker, becomes the first settler in the township, entering the south half of Section 20 with his three adult sons John, Joseph and David; he builds the first house, keeps the first hotel, and becomes the first Postmaster and first township Clerk.
  2. — John Cadwallader Jr. lays out the town of West Chester (Westchester) in September, on the south half of Section 20, with an original plat of ninety-four lots along Market, High, Gay, Philadelphia and Marietta streets; two lots are donated to the public.
  3. — Robert Johnson takes out the first tavern-keeper's license at Westchester, in October.
  4. — Perry Township is formed from Oxford Township on August 11, in compliance with a petition from Robert Johnson; the first township election is held the last Saturday of August at Johnson's house in Westchester, with seven votes cast.
  5. — The people of Westchester and vicinity first agitate for a new county, to be carved from parts of Tuscarawas, Harrison and Guernsey counties.
  6. — The campaign is renewed to establish "Chester County" with Westchester as county seat; the Westchester Times newspaper is founded on May 11 to promote the scheme but survives only about a year, and the new county is never created.
  7. — Westchester, recently incorporated, elects G. W. Reese as Mayor; the village post office is named Cadwallader, and the village contains three dry goods stores, a drug store, two blacksmith shops, a shoe shop, an undertaking establishment, a graded school and three churches.
  8. — The census counts 439 residents in Perry Township.

Stories

West Chester, before there was a township

Perry Township did not exist as an administrative unit until August 1818, but the town at its center, West Chester, was already four years old by then, platted by John Cadwallader Jr. in September 1814 on land his Quaker father had settled about 1808. Robert Johnson took out the area's first tavern license there in 1816, and when the township organized two years later, its first election was held at his house, with just seven votes cast. West Chester grew slowly on the old Coshocton Road, remote from any river, canal or railroad, but for a time it was ambitious: between 1830 and 1850 its residents twice pushed to have an entirely new county, to be named Chester County, carved out of pieces of Tuscarawas, Harrison and Guernsey counties with West Chester as the seat of government. The 1850 campaign even had its own newspaper, the Westchester Times, but the scheme died within a year along with the paper, and the town settled for incorporation instead, its post office taking the name Cadwallader in honor of its founding family.
