How Scioto Township, Ross County began
Scioto Township, named for the river that forms its western edge, now holds most of the city of Chillicothe within its bounds along with the unincorporated area of North Fork Village. Because the county seat occupies so much of the township, its own separate history is largely inseparable from the city's: Nathaniel Massie's 1796 founding of Chillicothe on the Scioto and Paint Creek, the town's years as Ohio's first and third state capital, and the development of the city water system all sit physically within Scioto Township even though they are usually told as Chillicothe's story rather than the township's. Away from the city, the township is otherwise farmland and the grounds of the Chillicothe Correctional Institution.

Where the name comes from
The township is named for the Scioto River, which forms its western and northwestern boundary and past whose banks Nathaniel Massie's party settled in 1796; the river name itself comes from a Native word (commonly rendered from Wyandot or Shawnee usage) recorded by early travelers as meaning roughly 'hairy river' or referring to deer, though no source consulted here confirms a single definitive translation.
Before the town
Because most of Scioto Township is occupied by the city of Chillicothe, its Native American record is the city's: a Shawnee settlement is recorded at the Chillicothe site itself by 1758, and the town Nathaniel Massie founded there in 1796 took the Shawnee name Chala·ka·tha ('principal town'), later spelled Chillicothe, because it had been the chief town of one of the five major Shawnee divisions. Tecumseh is traditionally said to have been born near this Chillicothe in 1768, though other Ohio locations also claim his birthplace and the record is disputed. The wider 'Old Chillicothe' associated with Daniel Boone's 1778 captivity was a different, related Shawnee town, generally placed near present Westfall on the Pickaway Plains well to the north, not at the Ross County site — the same town name was used by the Shawnee at more than one settlement over time, and no source we found places the Boone captivity site in Scioto Township. No mounds or earthworks specific to Scioto Township (as distinct from Mound City in Union Township and the Hopeton Earthworks on the Scioto's east bank) were identified in sources consulted; the Ross County history gives the fuller account.

A township that is mostly a city
Scioto Township takes its name from the river running along its edge. But by the time it was organized, the ground inside its lines was already dominated by Chillicothe, the town Nathaniel Massie had founded seven years earlier and which was about to become the new state's first capital. That pattern held: as Chillicothe grew through the nineteenth and twentieth centuries, it absorbed more of the township's land, so that today most of Scioto Township's population, water system, and built history are simply the city's. What is left outside the city limits is farmland, the unincorporated crossroads of North Fork Village, and the grounds of the Chillicothe Correctional Institution — a quieter township wrapped around a busy county seat.
