Franklin County was created by the Ohio General Assembly on April 30, 1803, out of Ross County, and named for Benjamin Franklin. Its first town, Franklinton, was platted in 1797 by surveyor Lucas Sullivant at the forks of the Scioto and Olentangy rivers, ground the Wyandot held as their principal territory in the northern Scioto valley and that Mingo, Shawnee and Lenape (Delaware) people also lived on, hunted and traveled through, in the years after the Treaty of Greenville (1795) opened the country to American survey. The county seat moved from Franklinton to the newly platted state capital, Columbus, in 1824, and the county grew up around a feeder canal, the National Road, the railroads, Camp Chase, Ohio State University and, after 1953, a water-and-sewer annexation policy that pulled dozens of townships and suburbs into the city. Floods bookend much of its written history, from the 1798 flood that drove Franklinton's founders to higher ground to the March 1913 flood that killed about 93 people in that same low neighborhood. Today Franklin County, anchored by Columbus, is Ohio's most populous county.
