How Carlisle began

Carlisle grew up around a railroad stop that arrived in 1850, taking its name from George B. Carlisle, the railroad man who bought and platted much of the townsite. It straddles the Warren-Montgomery county line just south of Franklin, and it became a city after the 2000 census, reverted to a village in 2010, and regained city status on October 20, 2021, after the 2020 census counted 5,501 residents.

Where the name comes from

The 1882 county history says Carlisle Station took its name from Hon. George Carlisle of Cincinnati, who, being interested in the Cincinnati, Hamilton and Dayton Railroad, bought a large tract and offered lots at a moderate rate; Wikipedia names him George B. Carlisle.

Before the town

Carlisle itself has no recorded Native village, but a significant prehistoric earthwork survives just west of town: Carlisle Fort, a hilltop enclosure in Twin Creek MetroPark believed to have been built by Hopewell-era peoples between roughly 1,700 and 2,000 years ago as either a fortress or a ceremonial site. The land lies within the Symmes Purchase.

Timeline

1. 1813 — The New Jersey Presbyterian Congregation organizes at the site that becomes the settlement's center; the church on the hill, a blacksmith shop and a burying ground made it the center of the Jersey Settlement for decades before the railroad.
2. 1848 — The survey of the Cincinnati, Hamilton and Dayton Railroad passes at the foot of the hill by the church, and George Carlisle buys a large tract, throws it into lots, and offers them cheaply; a post office and two stores soon follow.
3. 1850 — The railroad reaches the station, whose freight depot with large storage room makes Carlisle a grain market and the station for Germantown and part of Montgomery County.
4. 1852 — A post office is established in Carlisle; it operates until 1961.
5. 1857 — The town contains a town hall; its school, in a fractional district partly in Warren and partly in Montgomery counties, has teachers paid by both counties.
6. 1872 — On June 11 voters of Carlisle Separate District No. 6 vote on a tax of $5,000 or $6,000 for a new schoolhouse, arousing bitter feeling; a four-room school is built southeast of the church.
7. 1882 — Carlisle is the only town besides Franklin wholly in Franklin Township; its grain, hogs, cattle and tobacco shipments are large.
8. 2000 — Carlisle's population reaches 5,121, moving it from village to city status under Ohio law.
9. 2010 — Population falls to 4,915, reverting Carlisle's status to village.
10. October 20, 2021 — Carlisle regains city status after the 2020 census counts 5,501 residents.

Carlisle's population increased from 4,872 in the 1990 census to 5,121 in the 2000 census; passing the threshold of 5,000, its designation changed from village to city. The 2010 census counted 4,915, which put it back under 5,000 and made it a village again. The 2020 census counted 5,501, and on October 20, 2021, Carlisle regained city status.

The railroad lots on the hill

For thirty-five years the hilltop where the Jersey Presbyterian church stood, with its burying ground and blacksmith shop, was the central point of the New Jersey Settlement. Then the survey of the Cincinnati, Hamilton and Dayton Railroad, begun about 1848, ran through the foot of the hill, and George Carlisle of Cincinnati, who was interested in the road, bought a large tract and sold lots cheaply. A post office, two stores and a freight depot with large storage room followed, and the grain, hog, cattle and tobacco shipped here made it a market for Germantown and much of Montgomery County. The 1882 county history said there might never be a large city here, but that the rich soil and thrifty farming community would make it a place of business. On June 11, 1872 the district voted on a tax of $5,000 or $6,000 for a new schoolhouse, and the history says great feeling was shown for and against it.
