How Hillsboro began
Hillsboro was platted in 1807, two years after Highland County was organized from Ross, Adams and Clermont counties, and was named for the hills near the original town site. It became the county seat and grew steadily through the 19th century, reaching over 4,500 residents by 1900. Its 1830s Greek Revival courthouse is the oldest Ohio county courthouse still in continuous use, and the town is best known nationally as the birthplace of the Woman's Temperance Crusade of December 1873. Today it remains the seat of Highland County government and holds an annual Festival of the Bells tied to the city's bell-foundry industry.
Platted August 28, 1807, on land of Benjamin Ellicott of Baltimore, by David Hays, director appointed by the county court; the site chosen by commissioners under an 1803 act.
Where the name comes from
Scott's 1890 history says the county court gave the town its name, Hillsborough, because of its elevated situation and as suited to the name of the county, and adds that this is entirely probable but not well attested. Wikipedia likewise says the name likely comes from nearby hills.
Before the town
No site-specific Native American history — named villages, trails, mounds — is recorded for the city of Hillsboro itself. The land was within the roughly two-thirds of Ohio ceded by the Treaty of Greenville (1795), signed by the Wyandot, Shawnee, Lenape (Delaware), Miami, Ottawa and other nations, which opened southern Ohio including the future Highland County to American settlement. The Hopewell-built Fort Hill earthwork lies about 10 miles southeast of Hillsboro but is not within the city.

Stories
The Woman's Crusade of 1873
In late December 1873, after a December 23 lecture by the temperance speaker Dio Lewis, Eliza Jane Trimble Thompson — known afterward as 'Mother' Thompson — led a band of Hillsboro women out of a church prayer meeting and down Main Street to the town's saloons and drugstores that sold liquor. They knelt on the sidewalks and in the doorways, praying and singing hymns and asking saloonkeepers to stop selling drink. The Hillsboro protests spread within weeks to dozens of Ohio towns and then across the country, and within a year the movement had given rise to the Woman's Christian Temperance Union, one of the largest reform organizations of the late 19th century and a training ground for the women's suffrage movement. Mother Thompson's house on Willow Street was later listed on the National Register of Historic Places for its role in the crusade; it was demolished in May 2017 despite the listing.
David Hays and the town on the ridge
Hillsboro began as an act of the legislature. In 1807 the Highland County court named David Hays director, charged to buy land for a seat of justice, and Hays took a deed in September for 200 acres from Benjamin Ellicott of Baltimore, one hundred dollars through Ellicott's attorney. The site lay on the dividing ridge between the Miami and Scioto rivers, some seven hundred feet above the Ohio. Ezekiel Kelley had helped raise the first cabin, and when the first surveyors reached the plat that October it held only John Campton's little cabin. The county's early historian wrote that the court chose the name for the town's elevated situation, though the claim is not well attested. Hays, unmarried and about thirty, did not see the town grow; he was fatally injured in an accident that November.
Bell's foundry and the Festival of the Bells
In 1858 C. S. Bell started a foundry in Hillsboro in a humble way. By 1902 the county history reported two to three hundred men at work and said that Bell's turned out more bells of every kind than any other factory in the United States, church bells being a specialty and steel-alloy bells going into every climate. Bell built the opera house that bore his name, with seating for a thousand, and his son Charles and son-in-law L. Boyd joined him in the firm. The bells gave the town a civic emblem: a Festival of the Bells began in 1976 and is held on the Fourth of July weekend.
