How New Market Township, Highland County began
New Market Township holds Highland County's oldest settlement: in the spring of 1797 Henry Massie, brother of General Nathaniel Massie, laid out a 400-acre town on the site, naming it New Market after a town in his native Virginia and laying it out on the plan of Philadelphia. New Market served as the county's unofficial seat of government until an 1807 survey found it 4.5 miles from the county's geographic center — beyond the four-mile limit — and Hillsboro took the seat instead. The village never regained that role and is now a small hamlet, while the township around it remains mostly farmland. Its own National Register listing, the New Market Township Community House (a former Methodist-Episcopal church), and the Trop farm on Mad River Road preserve the township's 19th-century built landscape today.

No named Native American village, mound or trail specific to New Market Township is recorded in the sources checked. The land lay within the roughly two-thirds of Ohio ceded at the Treaty of Greenville (1795) by the Wyandot, Shawnee, Lenape (Delaware), Miami, Ottawa and other nations, which opened the area later organized as Highland County to settlement beginning in the late 1790s — Henry Massie's 1797 survey of New Market came just two years after the treaty. Elsewhere in Highland County, the Native record includes the 1792 fight near present-day Lynchburg and the Shawnee encampment there under Tecumseh.

- — Henry Massie, brother of General Nathaniel Massie, comes upon the tract and surveys a 400-acre town, the earliest permanent settlement in what becomes Highland County.
- — Massie plats New Market, naming it for a town in Virginia and laying it out on the plan of Philadelphia; by fall of 1799 six or seven cabins stand.
- — The first tanyard in Highland County is established at New Market by John Campton and his brother; a post office called New Market opens the same year.

The town that almost was the county seat
When Highland County organized in 1805, New Market was already the largest settlement in it and had been functioning as the county's civic center for years — its dug well served as the jail, its cabins hosted the first special court, and roads converged on it from every direction, eventually eight in all, including the Cincinnati-Chillicothe Post Road. But Ohio law required a county seat to sit within four miles of the county's geographic center, and when surveyors ran the line in 1807 they found New Market came up half a mile short, at 4.5 miles out. The seat went to the newly platted Hillsboro instead. New Market kept its churches, its store and its crossroads trade for decades afterward, but never became more than a hamlet, and today it is a small cluster of dwellings, a church and a few businesses on the roads that once made it a hub.
