How Forest Park began

Forest Park began as federal land: in 1935 the Resettlement Administration under President Franklin D. Roosevelt set aside acreage north of Cincinnati for a planned "Greenbelt town" meant to house struggling urban and rural families, a New Deal program abandoned in 1949. Developers Marvin Warner and Joseph Kanter bought 3,400 of the 5,930 available acres once the land went to private sale, and opened the first homes for purchase in March 1956. The community incorporated as a village in 1961 and became a city in 1968, and from its founding it deliberately positioned itself as an "open city," adopting resolutions welcoming residents regardless of race, creed, or national origin and later creating a formal strategy to fight discriminatory real-estate practices and preserve racial integration. It is Hamilton County's second-most populous city, with 20,189 residents in 2020.

Platted 1956 (first homes offered for sale, March, in the "C section"), incorporated village, 1961; city, 1968, by developers Marvin Warner and Joseph Kanter, on former federal Greenbelt-town land.

Where the name comes from

No source consulted gives a specific explanation for the choice of the name "Forest Park"; it is a generic, marketable name typical of mid-20th-century planned suburban developments.

Before the town

No Native village, mound, or documented encounter specific to Forest Park was found in the sources consulted; this is unsurprising given that the city is a 1950s planned community built on formerly rural federal land, with no earlier town on the site.

Timeline

  1. — The federal Resettlement Administration sets aside 5,930 acres north of Cincinnati as a planned "Greenbelt town" to resettle struggling families, one of a small number of such towns nationwide.
  2. — The federal Greenbelt town program is abandoned; the land later becomes available for private purchase in 1954.
  3. — Developers Marvin Warner and Joseph Kanter purchase 3,400 of the 5,930 acres to build a planned suburban community.
  4. — The first homes go on sale in March, in the community's "C section," launching Forest Park.
  5. — Population reaches roughly 4,800 within the community's first years.
  6. — Forest Park incorporates as a village.
  7. — Forest Park becomes a city.
  8. — The Forest Park Housing Commission adopts "A Comprehensive Strategy for Maintaining Diversity in Forest Park," aimed at combating discriminatory practices by realtors, builders, and corporations.
  9. — After a lawsuit against the city's integration efforts is dismissed, city council issues a statement affirming residents' right to choose where to live free of artificial restriction.
  10. — City council adopts the "Quality of Integrated Life" resolution, formally treating racial diversity as a community strength to be protected.
  11. — Census population reaches 20,189, making Forest Park Hamilton County's second-most populous city.

Stories

A Greenbelt town built the second time around

The ground under Forest Park was federal property before it was a suburb. In 1935, as part of the New Deal, the Resettlement Administration marked nearly 6,000 acres north of Cincinnati for a "Greenbelt town," one of a handful of planned communities the government meant to build nationwide to resettle families struggling through the Depression, ringed by farmland and open space by design. The program never got that far here: it was abandoned in 1949, and the land sat until developers Marvin Warner and Joseph Kanter bought most of it in the mid-1950s and built a private suburb instead, opening the first houses for sale in March 1956. What survived from the Greenbelt idea was not the architecture but something more unusual for a Cincinnati suburb of its era: from its earliest years Forest Park called itself an "open city" and passed resolutions welcoming residents regardless of race, and by 1978 its own Housing Commission had adopted a formal strategy to stop realtors and builders from steering the city toward resegregation, a stance the city reaffirmed in 1980 and 1982 even as a lawsuit challenged it and lost.

Facilities are placed on the map from Ohio EPA's own map layers, EPA's Facility Registry, coordinates written in the filings, or a geocoded street address. A permit filed under a private person's name (most are household septic systems) is counted but never named, placed or linked; licenses for individual workers and open-burning notices are left out entirely.
