How Cumberland began
Cumberland was platted by James Bay on April 24, 1828, in Spencer Township, the same year the National Road was completed across Guernsey County. Joseph Hulin had already settled the site around 1805-1810, and Thomas Bay Sr. entered much of the surrounding land after arriving from Pennsylvania in 1812. The village grew with National Road traffic and later a rail line, peaking at 618 residents in 1900, and today survives as a small village of about 300 with a historic bank-and-post-office building and a Methodist church downtown.
Settled c. 1805-1810 (Joseph Hulin), platted April 24, 1828, by James Bay, by James Bay.
Where the name comes from
The village was most likely named for the Cumberland Road, the original name of the National Road, which reached Guernsey County the year Cumberland was platted.

Stories
A chair maker on the National Road
William Cosgrove moved to Cumberland in 1833, five years after James Bay platted the town beside the new National Road, and made chairs there for thirty-five years before becoming proprietor of the village's Eagle hotel in 1868. The 1882 county history adds a personal note: since 1850 he had never failed to take a nap in the middle of the day, which he credited with keeping him fresh in his old age.

A day is "gauged" when a gauge standing inside the boundary reported it, and the value is the mean of those gauges. Otherwise it is interpolated by inverse distance from every gauge reporting within 50 miles. Nothing is carried forward, back-filled or smoothed. Against NOAA nClimDiv county monthly precipitation over 136,848 complete county-months (checked 2026-10-31): correlation 0.9515, median absolute difference 0.217 in a month. Built 2026-10-31 from the Cracked Buckeye precipitation archive. Snow is the softer number — snowfall is measured by hand with a ruler, no agency publishes a gridded county snowfall series, and blowing snow defeats every observer.

Facilities are placed on the map from Ohio EPA's own map layers, EPA's Facility Registry, coordinates written in the filings, or a geocoded street address. A permit filed under a private person's name (most are household septic systems) is counted but never named, placed or linked; licenses for individual workers and open-burning notices are left out entirely.
