How Wilmington began

Wilmington was laid out in 1810 as the seat of the newly formed Clinton County under the name Clinton, then renamed Wilmington in 1811. By 1833 it was already a substantial county seat with a brick courthouse, stores, taverns and churches, and in 1870 it became a Quaker college town when the Religious Society of Friends bought the failed Franklin College building at auction and founded Wilmington College. The city built its own municipal water system in the early 1900s and later ran an Air Force base and, after 1978, one of the country's largest cargo air hubs, whose 2009 loss cost the town roughly 8,000 jobs. Wilmington is the Clinton County seat and remains its largest city.

Settled 1810, platted 1810, incorporated 1828 (village), by Founded as the seat of newly formed Clinton County in 1810 under the name Clinton; renamed Wilmington in 1811.

Where the name comes from

The town was platted in 1810 as 'Clinton,' for Clinton County (itself named for DeWitt/George Clinton family of New York). The name was changed to Wilmington in 1811; the Wikipedia article on the town does not give the reason for the change, and no source consulted here explains it further. Clinton County itself was named after George Clinton, a soldier, politician, Governor of New York, and Vice President of the United States.

Before the town

No source consulted names a specific historic Native village, camp, or trail at the town site of Wilmington itself. The strongest documented Native presence in the immediate area is prehistoric: the Cowan Creek Circular Enclosure, an approximately 90-foot-wide earthwork just southwest of Wilmington (now inside Cowan Lake State Park), associated with the Adena culture; a nearby mound at the same site, the Cowan Creek Mound, was excavated in 1949 and found to date to about AD 500, near the end of the Adena period. More than twenty additional burial mounds once stood in the surrounding area but now lie beneath the waters of Cowan Lake, submerged when the reservoir dam was built. Clinton County lies south of the 1795 Treaty of Greenville line (which ran from Fort Recovery east through Fort Laurens to the Cuyahoga River mouth), meaning the land that became Wilmington was inside the territory ceded to the United States by the Treaty of Greenville rather than land that stayed under Native sovereignty afterward; no source we found gives a Wilmington-specific treaty boundary marker or later encounter. Historic nations in Clinton County included the Shawnee, Myaamia/Miami, Wyandot and Lenape, but none of the sources consulted names a historic Native settlement within the present city limits.

Nations recorded here: Adena culture.

Timeline

  1. — Clinton County is formed (effective March 1, 1810) from parts of Highland and Warren counties, and a new town named Clinton is platted as its seat.
  2. — The town of Clinton is renamed Wilmington.
  3. — Wilmington is incorporated as a village.
  4. — Robert Wickersham builds the Greek Revival house at 149 E. Locust Street that later becomes known as Rombach Place; it is later home to Congressman and Kansas Territory Governor James W. Denver, whose son Matthew Denver (a later U.S. Representative) was born there in 1870.
  5. — The town has a brick courthouse, a jail, 14 stores, two taverns, two groceries, four churches, and about 100 houses.
  6. — James Wilson, superintendent of the Clinton County Infirmary, builds the Federal-style house at 822 Fife Avenue later known as the Doan House.
  7. — The Garvin brothers (Hugh, James, and Thomas) found Franklin College in Albany, Ohio, which later relocates to Wilmington.
  8. — The cornerstone of College Hall is laid on July 4 for the relocated Franklin College campus in Wilmington.
  9. — Franklin College closes after the Civil War, leaving College Hall unfinished.
  10. — Azariah Doan, a Wilmington lawyer and Civil War veteran, buys the Doan House and remodels it with Italianate features; the same year the Main Building School opens on Sugartree Street, designed by W.M. Cleveland in the High Victorian Italianate style.
  11. — The Religious Society of Friends (Quakers) buys the unfinished College Hall building and 33 acres at an August 11 auction for $11,334 and founds Wilmington College under first president Lewis Estes.
  12. — College Hall is completed and ready for classes on April 11.
  13. — Wilmington College graduates its first class of four students.
  14. — Wilmington builds its first municipal water system: a mixed vote after 1899 was followed by a successful 1901 vote, and construction was completed by 1906.
  15. — Dayton Power and Light takes over Wilmington's water and electric utility system.
  16. — The first Burtonville reservoir (100 million gallons) and the Wall Street treatment plant are built; the Wall Street plant operates until 2000.
  17. — A second Burtonville reservoir (350 million gallons) is added, bringing combined storage to about 450 million gallons.
  18. — The City of Wilmington takes back its water system from Dayton Power and Light.
  19. — Clinton County Air Force Base closes, beginning a period of economic stagnation for the city.
  20. — Midwest Air Charter purchases the former Air Force base; Airborne Express (later ABX Air) develops it into a major air-freight hub.
  21. — The Doan House and Rombach Place are both listed on the National Register of Historic Places on June 20.
  22. — Wilmington's current water treatment plant is built.

Stories

An unfinished college building becomes a Quaker campus

Franklin College, founded by the Garvin brothers in Albany, Ohio in 1863, moved to Wilmington and laid the cornerstone of a grand new building, College Hall, on July 4, 1866. The Civil War's aftermath proved too much for the young college, and it closed in 1868 with the building still unfinished. Rather than stand empty, the half-built hall went to auction on August 11, 1870, where the Religious Society of Friends bought it, along with 33 surrounding acres, for $11,334. Quakers converted the shell into a working college under founding president Lewis Estes, and had it ready for its first classes by April 11, 1871. Wilmington College graduated its first class of four students in 1875 and has kept its Quaker affiliation ever since, making College Hall both the oldest building on campus and a monument to a failed college's second life.

From Air Force base to freight hub to mass layoff

Clinton County Air Force Base sat outside Wilmington through the Cold War, then closed in 1971, dragging the local economy down with it. The turnaround came in 1978 when Midwest Air Charter bought the old base; Airborne Express, and later its successor ABX Air, built it into one of the country's larger overnight cargo hubs, employing thousands of Wilmington-area residents for three decades. DHL's acquisition of the operation kept the boom going until 2009, when DHL abruptly closed the hub and cut roughly 8,000 jobs from a small city that had come to depend on it — a collapse sharp enough that Wilmington was later used nationally as a case study in single-employer-town economic shock.

An Adena earthwork under the lake

Southwest of town, along Cowan Creek, early surveyors found a nearly flat circular enclosure about 90 feet across, along with more than twenty burial mounds scattered through the surrounding fields. A 1949 excavation of one of them, the Cowan Creek Mound, dated it to roughly AD 500, placing it near the end of the Adena culture's long occupation of the region. Most of those two dozen-plus mounds never got that close a look: when the Cowan Creek dam went in to create Cowan Lake State Park, the reservoir rose over them, and they remain submerged today. The circular enclosure itself survived, listed on the National Register of Historic Places on July 15, 1974, and deliberately left untested by archaeologists to keep it intact.

Water

Caesar Creek Lake (about 14 miles northwest of Wilmington) is a source, treated at a surface-water lime-softening plant. Two reservoirs near Burtonville, about 3 miles south of Wilmington, are kept as an alternative source and can be filled from Cowan Creek OR Caesar Creek Lake; often used when Caesar Creek Lake water is poor quality. There is also an auxiliary connection to Western Water Company for outlying customers during main-break repairs. The water here

Mostly estimated. Only 2% of these days come from a gauge standing inside Wilmington - the rest are worked out from the nearest gauges around it, so read them as close estimates rather than readings.

48,875 days of records, 1893-01-01 to 2026-10-30. Source: NOAA NCEI GHCN-Daily, 3,240 gauges in and around Ohio. A day is "gauged" when a gauge standing inside the boundary reported it, and the value is the mean of those gauges. Otherwise it is interpolated by inverse distance from every gauge reporting within 50 miles. Nothing is carried forward, back-filled or smoothed. Against NOAA nClimDiv county monthly precipitation over 136,848 complete county-months (checked 2026-11-01): correlation 0.9515, median absolute difference 0.217 in a month. Built 2026-11-01 from the Cracked Buckeye precipitation archive. Snow is the softer number — snowfall is measured by hand with a ruler, no agency publishes a gridded county snowfall series, and blowing snow defeats every observer.

Facilities are placed on the map from Ohio EPA's own map layers, EPA's Facility Registry, coordinates written in the filings, or a geocoded street address. A permit filed under a private person's name (most are household septic systems) is counted but never named, placed or linked; licenses for individual workers and open-burning notices are left out entirely.
