How Stratton began
Stratton is a small Ohio River village spanning Knox and Saline townships in northern Jefferson County, immediately next to Empire. Joseph B. Doyle's 1910 county history records that the firm of Stratton, Hinkle & Stratton built the 'Nonesuch' fire-brick works at Empire in 1888, with a capacity of 36,000 brick a day, and that the concern grew into the Stratton Fire Clay Company, operating three large plants in the area by 1910,. Its population peaked at 791 in 1930 and has declined steadily since, to 267 by the 2020 census. The village's most consequential moment came in 2002, when the U.S. Supreme Court ruled in Watchtower Bible and Tract Society v. Village of Stratton that a local ordinance requiring door-to-door canvassers to register with village officials and obtain a permit violated the First Amendment protections for religious proselytizing, anonymous political speech and handbill distribution -- a case that still shapes door-to-door canvassing law nationwide. For decades the village's economy also depended on the nearby W. H. Sammis coal-fired power plant, a 2,233-megawatt facility that began operating in 1960 and closed in 2023.

Stories
A doorbell ordinance that reached the Supreme Court
Stratton passed its door-to-door canvassing ordinance for an ordinary small-town reason: village officials wanted to know who was knocking on residents' doors and to be able to screen out scam artists and unwanted solicitors, so they required canvassers to register with the mayor's office and obtain a permit before going door to door. When Jehovah's Witnesses challenged the requirement as applied to their religious canvassing, the case climbed all the way to the U.S. Supreme Court, which ruled in 2002 that the ordinance violated the First Amendment on three separate grounds at once: it burdened religious proselytizing, it stripped anonymity from political speech, and it restricted the distribution of handbills more broadly than the village's stated interest in fraud prevention could justify. Watchtower Bible and Tract Society v. Village of Stratton remains a standard citation in First Amendment law today, an outsized legal legacy for a river village whose own population never numbered much above 800.
The Stratton fire-clay works
In 1888, the firm of Stratton, Hinkle & Stratton built the 'Nonesuch' fire-brick works at Empire, on the Ohio River in the same stretch of Knox and Saline townships where the village of Stratton would eventually take shape. The 1910 county history records that the concern grew into the Stratton Fire Clay Company, which by then operated three large plants in the area.

A day is "gauged" when a gauge standing inside the boundary reported it, and the value is the mean of those gauges. Otherwise it is interpolated by inverse distance from every gauge reporting within 50 miles. Nothing is carried forward, back-filled or smoothed. Against NOAA nClimDiv county monthly precipitation over 136,848 complete county-months (checked 2026-10-31): correlation 0.9515, median absolute difference 0.217 in a month. Snow is the softer number — snowfall is measured by hand with a ruler, no agency publishes a gridded county snowfall series, and blowing snow defeats every observer.
