Election administration
Paraphrase of a linked source, not their words:
Re-election message centered on administrative efficiency: faster campaign-finance report processing, an electronic network linking county boards of elections, and a reduction in routine business-filing turnaround from about 18 weeks to about 2 days.

Same-sex marriage
Paraphrase of a linked source, not their words:
As Secretary of State, publicly supported Ohio's Issue 1 (2004), the constitutional amendment defining marriage as only between one man and one woman, arguing the marriage issue would help determine where Ohio's electoral votes would go.

Tax policy (outside the office's authority)
Paraphrase of a linked source, not their words:
Carried into the 1998 race a public record, built as sitting Treasurer, of advocacy for a flat tax to replace Ohio's graduated income tax, a constitutional limit on state spending growth, and school vouchers -- none within the Secretary of State's actual statutory authority over business filings, elections administration and campaign-finance disclosure.

statement April 2006
The Columbus Dispatch reported Blackwell had come to own 83 shares of Diebold Inc. stock -- the company that manufactured voting equipment his own office purchased for the state; Blackwell said the purchase was a financial manager's error and that he sold the shares once he learned of them. His gubernatorial campaign separately accepted a $10,000 contribution from a registered Diebold lobbyist.

Issued Directive 2004-33 instructing poll workers to withhold provisional ballots from voters whose precinct residency could not be confirmed on the spot; a federal district court and then the Sixth Circuit ruled the directive violated the Help America Vote Act.

Poll workers could not deny provisional ballots based on an on-the-spot precinct-residency determination.

action October 2002
As Secretary of State, continued to certify and administer punch-card and central-count optical-scan voting equipment used by roughly 69 of Ohio's 88 counties; the ACLU of Ohio filed Stewart v. Blackwell in October 2002, during this re-election campaign's general-election stretch, alleging the equipment's higher ballot-rejection rates violated the Equal Protection and Due Process clauses. The Sixth Circuit ruled for the plaintiffs in April 2006, after Blackwell had left office.

Reported conflicts
-
His office distributed anti-vote-fraud posters bearing his own printed signature to county boards of elections ahead of the May primary and again the November general election, while he was himself a candidate on the ballot those boards administered. Flannery called the posters a 'criminal' misuse of the office; Blackwell's campaign filed a countercomplaint alleging 15 false statements by Flannery. The Ohio Elections Commission dismissed all but one of Blackwell's complaints, and a later Ohio Court of Appeals ruling found county officials had themselves stripped Blackwell's name from the general-election poster specifically because he was a candidate that year.

Served simultaneously as Ohio's chief elections officer (Secretary of State) and as an honorary co-chair of President Bush's 2004 Ohio re-election campaign, drawing sustained criticism -- including from Greg Hartmann, the Republican who ran to succeed him in 2006 -- for the appearance of partisanship in his office's election-administration decisions that year.
