How Willard began

Willard began in 1874 as a railroad settlement called Chicago, at the point where the Baltimore and Ohio's line crossed another railroad; confusion with Chicago, Illinois forced a rename to Chicago Junction, incorporated in 1882, but 'Junction' proved too long for station signage. In 1917 the town renamed itself again, this time for Daniel Willard, the B&O's sitting president, and it grew through the twentieth century as a major rail yard and switching point rather than as a farm-market town like its Huron County neighbors. It incorporated as a city in 1960 and today combines the CSX rail yard the B&O left behind with food processing (Pepperidge Farm, Star of the West Milling) and the truck-garden produce -- onions, radishes, lettuce, sweet corn -- of the muck farmland around it.

Settled 1874 (railroad settlement founded as 'Chicago'), platted 1874, incorporated 1882 (as Chicago Junction); 1960 (as a city, under the name Willard), by Baltimore and Ohio Railroad, at the junction of its line with the Sandusky, Mansfield and Newark Railroad.

Where the name comes from

The settlement was first called Chicago for the direction its rail junction pointed traffic, then Chicago Junction to distinguish it from Chicago, Illinois -- a fix that created its own problem, since 'Junction' would not fit on station name boards. In 1917 the town took the name Willard, honoring Daniel Willard, who was then president of the Baltimore and Ohio Railroad.

Before the town

No Native American village, trail, or site specific to the town site of Willard is documented in the sources consulted; the town did not exist as a settlement until 1874, more than three decades after the last organized Native presence in Ohio ended with Wyandot removal in 1843.

Stories

A town renamed twice by its railroad

Willard's identity was never really its own choice; it belonged to the Baltimore and Ohio Railroad from the start. The settlement sprang up in 1874 at a junction where the B&O crossed another line, and the crews and dispatchers who ran it simply called the place Chicago, after the direction the connecting track eventually led. That was fine until enough freight and mail bound for the real Chicago started arriving there by mistake, so in the early 1880s the town became Chicago Junction instead, incorporating under that name in 1882. The second name lasted longer but had its own flaw: it was too long to fit cleanly on station signboards and timetables. In 1917, with the railroad still the town's whole reason for existing, it took a third name, honoring Daniel Willard, the B&O's sitting president -- a rare case of an Ohio town naming itself directly after a living railroad executive rather than a settler, a battle, or an old hometown back east.

An award-winning water plant in a railroad town

Willard's municipal water system dates to October 7, 1897, when the town -- still called Chicago Junction -- organized a Water Department under superintendent C. H. Hevey and built its first treatment plant the following year. The plant that still serves the city, a Class III surface-water facility at 540 Central Avenue, dates to 1970 and was upgraded again in 2004. In May 1998 it was singled out from roughly 6,000 public water systems statewide for Ohio's 'Outstanding Public Water System Award,' a distinction for a town whose economy had always been built around trains rather than water infrastructure. Nearly three decades later, in 2025, the city drew a different kind of state attention: Ohio EPA sent two warning letters over missed deadlines for the lead service line inventory required under newer federal rules, and Willard notified the public and submitted a compliance plan in response.

Snow is the softer number — snowfall is measured by hand with a ruler, no agency publishes a gridded county snowfall series, and blowing snow defeats every observer.
