How Tiffin began

Tiffin grew from Fort Ball, a War of 1812 supply post on the north bank of the Sandusky River, and from the rival town Josiah Hedges platted on the opposite bank in 1822, which he named for his friend Edward Tiffin, Ohio's first governor. Made the seat of newly organized Seneca County in 1824 and incorporated in 1835, Tiffin absorbed the older Fort Ball settlement outright in 1850 and grew through the 19th century as a mill town, then, after natural gas was discovered nearby in 1888, as a glass and manufacturing center; Heidelberg College (now Heidelberg University), founded in 1850 by the German Reformed Church, anchors the east side of town. Today Tiffin remains Seneca County's largest city and seat, still built along the Sandusky River that both created it and, in 1913, nearly destroyed its downtown.

Settled 1813 (Fort Ball established), platted 1822, incorporated 1835-03-07, by Josiah Hedges (purchased and named the town), surveyed by his brother Gen. James Hedges.

Where the name comes from

Josiah Hedges named the town he platted in 1822 for Edward Tiffin, Ohio's first governor (1803-1807) and later a US senator, who was a personal friend of Hedges and had led the fight for Ohio statehood.

Before the town

Tiffin's town site sits directly on and across the river from Fort Ball, a War of 1812 military post, and lies a few miles south of Fort Seneca; both were built in 1813 on or near ground that had been Wyandot and Seneca territory, and Tiffin grew up at the southwestern edge of the 30,000-to-40,000-acre Seneca reservation that occupied much of eastern Seneca County from 1817 until the tribe's 1831-32 removal. No Native village, camp, or earthwork sited within the present city itself is documented in the sources checked; the fort sites themselves were American military works, not Native settlements. For the reservation, its leaders, the 1828 killing of chief Seneca John, and the 1831 removal treaty and journey.

Nations recorded here: Mingo (Seneca-Cayuga), Wyandot.

Timeline

  1. — Fort Ball is built on the north bank of the Sandusky River as a War of 1812 supply post, named for Col. James V. Ball; a civilian settlement called Oakley grows up around it after the war.
  2. — Josiah Hedges purchases land on the south bank of the Sandusky River, opposite Fort Ball, from the Delaware Land Office.
  3. — In March, Josiah Hedges's brother, Gen. James Hedges, surveys and plats the new town of Tiffin; on March 25 the Ohio legislature names it the permanent seat of justice for Seneca County.
  4. — Seneca County is organized on April 1 with Tiffin confirmed as county seat.
  5. — Tiffin is incorporated by act of the Ohio legislature on March 7.
  6. — Heidelberg College is founded in Tiffin by the German Reformed Church, opening with five students who grew to 149 by year's end; the same year, the rival settlement of Fort Ball is formally merged into the city of Tiffin.
  7. — Founders Hall, Heidelberg College's first campus building, is completed on East Perry Street.
  8. — A distillery building later known as Bowman's Distillery is built at 215 Riverside Drive; it later became an antiques shop and was listed on the National Register of Historic Places in 1980.
  9. — Discovery of natural gas near Tiffin spurs a wave of glass manufacturing and other industry, including the Beatty Glass Company works at 4th Avenue and Vine Street.
  10. — The Great Flood of March 1913 sends the Sandusky River through downtown Tiffin, sweeping away 46 houses and two factories and killing 19 people.

Stories

A city named for a friend and a governor

When Josiah Hedges bought land across the Sandusky River from the older settlement at Fort Ball in 1820, he was staking a claim against a rival that already had a tavern, a mill, and a head start. Two years later his brother James surveyed and platted the new town, and Josiah named it for Edward Tiffin, Ohio's first governor, a personal friend who had spent years fighting to win Ohio statehood in 1803. The gamble paid off: the Ohio legislature made Tiffin, not Fort Ball, the permanent seat of the new Seneca County in March 1822, two years before the county was even fully organized. Fort Ball held out as a separate settlement for almost three more decades before it was formally absorbed into Tiffin in 1850.

Five students, then a college town

In 1850 the German Reformed Church, responding to a growing German immigrant population across Ohio (the denomination counted 74 churches in the state), founded Heidelberg College on 110 acres on the east side of Tiffin. Classes opened with just five students; by the end of that first year, enrollment had grown to 149. Founders Hall, the college's first permanent building, went up in 1852 on East Perry Street and still stands, now on the National Register of Historic Places. What began as a small denominational school became, in 1902, a founding member of the Ohio Athletic Conference, the third-oldest college athletic conference in the country, and the college itself became Heidelberg University in 2009.

The distilling windows of Bagby's house

In 1862, lawyer and public official Thomas H. Bagby built a brick house on eighteen acres along the Sandusky River, and had its doors fitted with curved or domed panes of glass, a distorting-glass technique considered unique in Ohio at the time. Local tradition holds Bagby wanted the effect specifically to limit what passersby, or his own wife, could clearly see through the doors. After Bagby's 1906 death and his widow's in 1915, builder Arthur Hossler bought the property in 1930 and renovated it; Hossler went on to build a successful construction firm with his brothers, responsible for landmarks including Tiffin's Holland Theatre, before the company closed in 2000. The house, now known as the Bagby-Hossler House, was listed on the National Register in 1986.

The flood that swept the carriage shops away

In late March 1913, days of rain across Ohio produced what remains the state's worst natural disaster. In Tiffin the Sandusky River rose over its banks and tore through downtown, destroying 46 houses and two factories and killing 19 people; a surviving photograph by Ernst Niebergall shows a wrecked carriage shop, one of many businesses the flood damaged. The same flood devastated towns the length of the Sandusky River, including Bucyrus upstream and, downstream, Fremont, where every bridge in town was destroyed.

48,772 days of records, 1893-04-01 to 2026-10-30. Source: NOAA NCEI GHCN-Daily, 3,240 gauges in and around Ohio. A day is "gauged" when a gauge standing inside the boundary reported it, and the value is the mean of those gauges. Otherwise it is interpolated by inverse distance from every gauge reporting within 50 miles. Nothing is carried forward, back-filled or smoothed. Against NOAA nClimDiv county monthly precipitation over 136,848 complete county-months (checked 2026-11-01): correlation 0.9515, median absolute difference 0.217 in a month. Built 2026-11-01 from the Cracked Buckeye precipitation archive. Snow is the softer number — snowfall is measured by hand with a ruler, no agency publishes a gridded county snowfall series, and blowing snow defeats every observer.

Facilities are placed on the map from Ohio EPA's own map layers, EPA's Facility Registry, coordinates written in the filings, or a geocoded street address. A permit filed under a private person's name (most are household septic systems) is counted but never named, placed or linked; licenses for individual workers and open-burning notices are left out entirely.
