action 1994
The Gateway project he championed ran over budget: during the four-year construction period, cost overruns required repeated arrangements for additional funds, for which Cuyahoga County guaranteed repayment. With Mayor Mike White, Hagan also successfully pushed for the elimination of the property tax on the sports facilities.

Reported conflicts

Immediately after leaving the Cuyahoga County Commission in early 2011, was hired by MetroHealth Medical Center -- a public hospital system that had received county funding he approved as commissioner -- into a newly created, unadvertised, part-time ($90,000/year) 'senior adviser' position; critics called the hire a reward for his prior support of MetroHealth funding, which MetroHealth defended by citing his record in health and human services. This postdates the 2002 campaign but concerns his record as a county official.
