A former aide to his council office resigned in May 2023 and filed an ethics complaint saying she was forced out after raising concerns that his campaign manager, who was not a city employee, was directing council staff to campaign work on city time. Cincinnati’s Office of Ethics and Good Government investigated and found insufficient evidence that city resources were used for campaign purposes. A separate part of the complaint, that the campaign manager had provided the aide free housing, was referred to the Ohio Ethics Commission because the city office lacked the authority to investigate it. The city paid the former aide a $30,000 settlement plus accrued leave, and Walsh said he might reimburse that cost from his council office budget.
