Paraphrase of a linked source, not their words:
Cited a Chicago Tribune finding that Ohio discarded about 2% of ballots cast in the 2000 election, worse than every state except Illinois and Florida, and proposed spending roughly $20 million a year for five years to modernize Ohio's voting equipment.

statement September 2002
Publicly called Ken Blackwell's office's 'vote fraud' warning posters -- which bore Blackwell's printed signature while Blackwell was himself a candidate -- 'unethical,' 'arrogant' and 'criminal.' The Ohio Elections Commission initially found this violated the false-campaign-statement law but declined to refer it for prosecution; courts later reversed that finding, ruling county election officials had in fact quietly removed Blackwell's name from the general-election posters specifically to avoid this controversy, giving Flannery's statements a rational basis.

bill 1999
As an Ohio House member, sponsored or introduced more than a dozen bills, including House Bill 398 (a statewide K-12 education-standards commission), House Bill 390 (property-tax relief for senior/disabled homeowners), House Bill 577 (background-check authority for firearms dealers regarding buyers a court had found unable to manage their own affairs), and House Bill 376 (limiting closed-door legislative 'working group' meetings). This project did not verify enactment status for these bills.
