As Attorney General, accused Tom Noe of stealing as much as $4 million from a $50 million rare-coin investment fund the Ohio Bureau of Workers' Compensation had placed with him; a later audit found only $42 million of the $55 million invested was accounted for in coins. Marc Dann, his eventual AG successor, charged Petro had been alerted by the SEC roughly two years before the scandal broke to concerns about BWC investment practices and failed to act. Noe and his wife had made political contributions benefiting Petro among other Ohio Republican statewide officials. This concerns Petro's post-2002 AG tenure, not the 1995-2002 Auditor years or the 2002 campaign itself.
